If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Greenfield house is a purpose built Local Authority home that can accommodate ten people whose ages range from 18 years to 65 years of age on a long-term basis. The Home provides individual bedroom accommodation and personal care for young adults with learning disability, mental disorder or dementia, requiring twenty-four hour residential care. There are sufficient communal areas, bathrooms and toilets to accommodate the needs of the people who use the service. The home is located in a suburban area close to Leek town centre, nearby to shops and amenities and is
Annual Service Review Page 2 of 8 Nil accessible by public transport. The majority of people who use the service attend the local Day Centre which provides education and daily living skills. Staff at Greenfield House work hard to promote independence and individual lifestyles. The service encourages community contact and people who use the service access a wide range of amenities. Transport is available to provide individual or group outings. The home is owned by Staffordshire County Council and operated by Staffordshire Social Services. What did we do for this annual service review? Following the last Key Inspection on 24 April 2008 we consider that Greenfield House is providing a Three Star (excellent) service. We are, therefore, this year carrying out an Annual Service Review. We looked at all the information we have received, or asked for, since the last key inspection. This includes: The Annual Quality Assurance Assessment (AQAA) that is completed and sent to us by the service. Completion of the AQAA is a legal requirement and it enables the service to undertake a self-assessment which focuses on how well outcomes are being met for people using the service. Surveys from nine people who use the service and their advocates. As the people who use this service have severe learning disabilities only one person is able to complete our survey with assistance. The other eight are completed by parent/carers. Surveys returned by seventeen people who work within the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service. These are called notifications and are a legal requirement. The previous inspection findings from the Key Inspection Report dated 24 April 2008. No requirements were made in the last report, however, we made three recommendations as follows: 1.Consideration be given to erecting fencing around the building to promote privacy and health and safety for people who use the service. 2.Screening to be fitted to the window in the stationery room off the lounge. 3.Confidential, personal information stored in the outside storeroom to be removed and archived. What has this told us about the service? The home sent us their AQAA which was clear and gave us information about what they are doing now and what they want to do in the future. They tell us about how they meet Equality and Diversity through: Having a Equality and Diversity Policy which is promoted during staff induction and incorporated in on-going specialist training for delivery of services to people with learning disabilities (Learning Disabilities Qualification). Annual Service Review Page 4 of 8 All staff have attended Equality and Diversity Training. The service actively seeks ways to enable people to follow individual religious beliefs. Caring for both males and females of different abilities, ages. All bedrooms are for single occupancy, thereby giving complete privacy. They tell us how they have improved in the last twelve months through: Having an open door policy to ensure people feel involved and part of any changes in services. All people who use the service have had a full assessment completed by a social worker in the last twelve months. The was a recruitment freeze which has now been lifted and the service is advertising for new staff. All staff have completed or are currently undergoing training for administration of medicines. All members of the management team have attained a minimum of National Vocational Qualification (NVQ) level 3 in an appropriate care setting. The AQAA tells us that 50 of the care staff team has attained NVQ level 2 in care. Regular supervision of care staff is undertaken which links in with the staff development programme in order to improve skills in the workforce. The manager holds an appropriate qualification and has many years of experience in the field. The Service has told us about plans they have for the next twelve months through: The AQAA which tells us that the service will continue to consult and support residents. They will develop a person centred approach to meet everyones needs based around the recognised good practice outlined in Whose life is it anyway?. They intend to involve people who use the service in the recruitment process for new staff. There are plans to erect a security fence around the building as recommended in our last Key Inspection Report. The service intends to update mandatory training some of which has lapsed, although 31 staff have attended training for Infection Control Management and all staff have attended Protection of Vulnerable Adults Training. The AQAA also tells us that here have been no complaints recorded or received since the last inspection. No safeguarding procedures have been made. We, the commission, have received no complaints about the service or any safeguarding alerts since the last inspection visit. Annual Service Review Page 5 of 8 The surveys we received from a person who uses the service and parent/carers are very positive. They tell us that the staff and manager treat people well and that they listen and act on what people say. They also confirm that the home is always clean and fresh and that they know how to make a complaint if they have concerns or are unhappy. People have added many positive comments to the surveys: I am very well looked after by the staff. The home is run to a very high standard. I do not know how it could improve. Everyone is made welcome. We are kept informed. They could not do anything better. Greenfield House provides a safe and secure environment. Staff know and understand peoples needs and recognise individual problems and act accordingly. (name) is very happy and very settled at Greenfield. The staff are wonderful. Visitors are made very welcome. Staff are always cheerful and friendly. I am very settled here. We are totally happy with the care that our son receives. There is always a happy and relaxed atmosphere. The staff are highly professional and approachable. They are forward-thinking and our son regards the carers as his friends. Nothing could be done better. A high number of surveys have been returned by staff. All surveys tell us that they are always given up to date information about the needs of the people they care for and that they get the support and training they need to meet the different needs of the people who live in the home. Nine tell us that they feel the service could be improved if the care home has transport so that they can take people out to engage with the community more often. One staff member considers that the home could arrange more community trips if there is full staffing and states further the home delivers a good standard of care .... even in understaffed shifts. One staff member tells us I enjoy going to work. I feel valued as an employee by my line managers. The manager tells us in the AQAA that the service is now actively seeking to recruit more staff. We trust that issues raised by the current staff team can be addressed in the next twelve months. Since the last inspection the home has kept us informed through notifications of any issues that have occured that have affected people who live at Greenfield House. They have acted appropriately and referred to other professionals (including healthcare

We have analysed all of the information available for this annual service review including the AQAA, surveys and notifications and we are satisfied that Greenfield House continues to provide excellent outcomes for people using the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a Key Inspection by 24 April 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
