Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self- assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information about the service. We sent out four surveys to people who live in the home and we sent a survey that people could pass onto their relative or advocate if they choose to. We also sent ten surveys to staff who work at the home. The surveys ask people their views about what the home does well and what could be improved. We looked at the previous key inspection report dated 18th November 2008. We looked at what the service had told us about things that had happened in the service. These are called notifications and are a legal requirement. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was completed by the care and support manager because the registered manager was off sick. It was clear and gave us detailed information about what they are doing now and what they want to do in the future. Accord told us in the AQAA that when they took over as the new provider staff were given a full induction looking at good practice, team work and Accords value base from an organisational / group perspective. The home has experienced a very unsettled time. Investigations under safeguarding procedures have taken place. These investigations have been instigated by Accord in an attempt to highlight areas for improvement and to identify trends and patterns surrounding safeguarding incidents or concerns. Concerns have been appropriately referred onto Birmingham Adult and Communities and we have been notified and kept informed of developments. We received four completed questionnaires from staff members and none from people living in the home. Two staff told us there needs to be regular staff on duty so peoples care is consistent. One staff member told us menus could be improved so people are supported to eat healthy food. In the previous report we made no requirements. We asked the home to consider Nine good practice recommendations. These included updating information about the home in the service user guide, providing details of fees, ensuring all people take part in a range of activities, ensuring all staff have an understanding of safeguarding and whistle blowing procedures, complete documentation following incidents, complete staff training in mandatory areas and ensuring staff have regular supervision. The home has indicated to us that most of the recommendations have been addressed. To demonstrate this a sample of what they told us in the completed AQAA is as follows; A clear statement of purpose and service user guide is in place which includes pictures and gives people information about the service. Individuals are supported to take part in activities on a regular basis. A new minibus has been provided which is accessible and is more suited to peoples individual needs. People have also been supported to go Annual Service Review Page 4 of 6 on holiday on an individual basis. Clear and robust policies and procedures are in place for safeguarding including Accord and Local Authorities procedures. Staff have attended training in safeguarding and received example documents on how to complete the relevant paperwork. The AQAA identified that due to high levels of staff sickness, lack of a permanent management structure and investigations taking place this has had an impact on attendance at staff training courses and on the frequency of staff supervision. The AQAA identifies that improvements will be made in these areas. The home told us about the plans they have to continue to improve the service for people a sample of what they told us is as follows; We are continually striving to make improvements to the scheme and service in order to benefit the lives of the individuals who live at the scheme. It told us that a consistent management structure will be established and regular meetings and staff training will be provided. Staff are being encouraged to participate in all aspects of care and support planning including the management of risk. Peoples support plans are being developed so they are detailed, in an easy read format and reflect individual needs and choices. The home is about to take a review in line with Accords quality cycle. This will include consulting with people living there about what is required for the coming year and supporting people to complete surveys about their home. It told us how it supports people to ensure that equality and diversity needs are met. It said people are supported to follow their cultural identity through music, food and promotion of skin management. All staff receives training in equality and diversity. The home told us they received no complaints since our last visit. We have not received any complaints about this service. The home is exploring how the complaints procedure can be more accessible to people living there. Accords accessibility officer is to be involved in implementing this. The AQAA told us that clear records evidencing that safeguarding procedures are being implemented are kept. From the information we have looked at our judgement is that the home is still providing a good service and they know what further improvements they need to make. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a Key inspection by 18th November 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
