What the care home does well The service continues to provide excellent opportunities for residents to have a good quality of life and encourages them to participate in any activities and attend college to maximise their independence and make the most of their abilities. Residents are encouraged to make choices and enabled to take risks within the auspices of risk assessment and are enabled to participate in any reviews and planning of their care which takes place. What the care home could do better: The service should ensure that all policies and procedures are updated and reviewed on a regular basis. Some polices notably those relating to emergencies and crisis and dealing with aggression have not been reviewed since 2008. The manager should ensure that regular auditing of medication continues to take place and that medication practices are scrutinised to minimise opportunity for error. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This unannounced random inspection took place on the 8th April 2010 from 13:00 to 16:00 and was facilitated by the registered manager and members of staff on duty that day. During the inspection we looked at admission procedures including one preadmission assessment, care planning and risk assessments, accident records, menus, medication procedures, personnel files and recruitment systems and looked at all areas of the home including residents personal accommodation. Five residents and three members of staff were involved in the inspection. Residents were very positive about their experiences in the home, they described their relationship with staff as very good The staff are very nice to us and they care about us and said that they liked living at Harwich House. One recently admitted resident described the admission process saying that they had chosen the home and had been introduced to their key worker and other residents before they moved in. They had been made very welcome and all staff had ensured that they were aware of any routines in the home and made sure that they were comfortable and happy. Care plans and other documentation relating to residents care showed that residents are enabled to make choices and decisions and supported in this decision making process by staff and the risk assessment process. Residents said that if there was a reason that they could not do something, staff would talk to them about it and they would reach an agreement. There was evidence of the involvement of health care professionals as required and residents were able to attend appointments at the local hospital and supported with this. There have been some medication errors over the past twelve months, these have been reported to Care Quality Commission and there was evidence that the manager has ensured that staff involved have ongoing training and that there are regular audits taking place. All residents spoken with said that they enjoyed the food provided and had input into the menus provided. There was evidence of special dietary needs catered for and whilst residents have access to the kitchen facilities this is supported by full risk assessments and health and safety procedures taking place. Opportunities are provided for residents to take holidays accompanied by care staff and to participate in local activities within the town, some residents attend the local college and they are given every opportunity to develop social and personal skills. There was evidence that all staff were aware of each residents specific needs and preferences and that there was a good rapport between staff and residents. Staff said that they had sufficient training opportunities and confirmed that prior to Care Homes for Adults (18-65 years) Page 4 of 8 commencing at the home, full employment checks were undertaken and on commencing employment they undertook a full induction course. One member of staff who had been working for a number of weeks had not completed induction but the manager said this would be addressed. Over 50 of the staff have the National Vocational Qualification in Care at level 2 or 3. Personnel files showed that recruitment procedures were robust and safeguarded the residents. Residents said that if they had a complaint they would go to a member of staff and were comfortable with doing this and appeared confident that this would be addressed in an open and transparent manner. There has been one complaint which was unsubstantiated and one adult safeguarding. Confirmation over the outcomes of the adult safeguarding issue are awaited by The Care Quality Commission. All staff have received training in the safeguarding of those in their care and the manager has received training on Deprivation of Liberty safeguarding. There was evidence of appropriate fire safety equipment in the home and regular training of staff on procedures in the event of fire. The home continues to provide excellent outcomes for residents as identified at the last Key unannounced inspection of the 20th August 2007.
