Heath Lodge provides residential care for up to 50 older people. This includes a separate dementia unit accommodating up to 13 service users. The residential accommodation is arranged on three floors. The dementia unit is on split-levels and is therefore not suitable for wheelchair users. The majority of rooms have en-suite facilities The third floor has been converted to provide additional accommodation, which has not yet been registered for use as part of the home. Heath Lodge is set in extensive grounds, which while accessible by car, are not close to public transport or local amenities such as shops. This is the latest available inspection report for this service, carried out on 25th October 2007. What the care home does well See comments below. What has improved since the last inspection? The Management and staff of Heath Lodge have clearly worked very hard since the last inspection. The home is now transformed into a home that meets the needs of the service users. All aspects of care and life within the home has improved since the last inspection. All but one of the requirements were met, and work had started to meet the remaining one. The home is relaxed allowing the service users to dictate the pace of life. Staff were seen to be kind and caring to service users. Staff were observed to be very patient with service users particularly during lunch where several choices were offered to tempt the small appetites of some of the service users. The Churchill Unit where the very frail service users live has been re-furbished and is now homely and very comfortable. There is now access through to the rest of the home. Service users have free access to snacks and drinks. Care plans reflect the service users needs and wishes. All those inspected contained a life history and were person centred. The moving and handling, where observed, was good and staff took time to reassure a very nervous service user. By the end of the manoeuvre the service user was laughing and happy. The re-decoration of the top floor is almost complete, it is bright and airy. The staffing levels were sufficient to meet the needs of the service users. What the care home could do better: This was a very positive inspection. Two inspectors carried out this inspection over the morning and afternoon. The inspector observed lunch being served and staff assisting service users. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. All service users have an assessment prior to moving into the home so can be assured that their needs can be met. EVIDENCE: All service users have an assessment prior to moving into the home. On the day of the inspection it was clear that the service users were having their needs met. The staff were aware of the service users habits, wishes and needs and were able to offer very good care to them. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9 & 10. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Care plans are person centred to ensure that care is provided in a way that meets the persons identified needs. Medication was administered appropriately to ensure residents are kept safe. Service users were treated with respect and dignity. EVIDENCE: Four care plans were inspected and contained good information on the service users. There was a life history and good detail of the personality of the service users. Outcomes for the service users in the delivery of care showed that the staff had taken time to get to know details of the service users. Health care needs were being met. The home had recently identified a service user who they could no longer care for and assisted her to find a nursing placement where her needs could be met. Medication was administered appropriately. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14 & 15. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Daily life and social activities meets the needs of all the service users. EVIDENCE: On the day of the inspection 15-service users, their families and staff went out to a local pub for lunch. Those who went declared that they had a wonderful time and a good lunch. The service users in the Churchill unit are stimulated and offered one to one time (these people have severe dementia). Visitors are welcomed at all reasonable times. On the day of the inspection there was a constant stream of visitors. The food was of good appearance and there were snacks and drinks available at all times. People who use the service can be confident that complaints are listened to and investigated. Staff are aware of the policies to protect service users from abuse. EVIDENCE: There was evidence that complaints are taken seriously and are investigated and responded to within the complaints procedures guidelines. The home had a considerable number of compliments regarding the care of service users. Service users are protected from abuse. All staff spoken with were aware of the Safeguarding Adults procedures and would follow it. Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. The environment is well maintained. The home was clean, pleasant and hygienic. The service users do not currently have free safe access to the gardens. EVIDENCE: The judgement in this outcome group would have been good if the work on the gardens had been completed. The home is currently undergoing major refurbishment. The areas that have been re-decorated are bright and fresh. The Churchill unit has had a kitchen built to enable snacks and hot drinks to me made. That area in now domestic in décor and is very welcoming and relaxing. On the day of the inspection the home was clean, fresh and odour free. This judgement has been made using available evidence including a visit to this service. There were sufficient trained, competent staff on duty to meet the needs of the service users. Service users are protected by a robust recruitment procedure, which ensures staff are recruited appropriately. EVIDENCE: On the day of the inspection there were sufficient trained, competent staff on duty. The delivery of care to service users was skilled and kind, and the moving and handling of service users was done with skill. The inspector observed staff hoist a service user who was frightened. The staff explained in detail what they were going to do and made the exercise fun for the service user. Staff spoken with were aware of adult protection procedures. Senior management currently run the home at the moment. The health and safety of the service users is protected at all times. EVIDENCE: The results of this inspection indicate that the home is well managed. The home is run in the best interests of service users, this was evident throughout the inspection. The home has a relaxed atmosphere and staff ensure that all interactions are done at the pace of the service users.
