The registered provider also operates a number of other registered care homes. The home consists of
Annual Service Review Page 2 of 6 0 3 1 1 2 0 0 8 two adjoining residential properties that have been converted and adapted to a high standard by the registered provider. The ground floor contains six bedrooms and the homes main communal facilites including: an open plan kitchen/ dining area; the main lounge; a therapy room and a commual toilet. All the ground floor accommodation is wheel chair accessible. The main office, a second office and the homes laundry facilities are also situated on the ground floor. The first floor contains ten bedrooms, seven of these are occupied by residents, two are currently used as staff sleep-in rooms and the remaining bedroom is currently not registered to be occupied by a resident. The home has a large and pleasant rear garden that includes an area for residents to grow vegetables; the front garden is paved for car parking. A stated aim of the home is for residents to be able to participate in a therapeutic programme, which is created to empower each person to become more aware of themselves. At the time of the inspection, the weekly fee was from £925 to £1025 per week, depending on the persons assessed needs. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection report. What has this told us about the service? At the last key inspection on 03/11/2008 the service was assessed as being a good service. One potential safeguarding incident has recently been reported to the Commission by the home. We were pleased to note that the home had also reported this to the L.B. of Waltham Forest for them to decide whether to investigate the incident under the multi-disciplinary safeguarding adults procedure. No complaints about the service have been reported to the Commission since the last key inspection. The service sent us their annual quality assurance assessment (AQAA) when we asked for it. The AQAA contained a range of detailed information and indicated that the home continues to provide a good service. The AQAA told us of the improvements the service had made in the previous twelve months. These have included: the home establishing itself as an effective therapeutic community over the past twelve months, which is reflected in the high attendance in groups and residents taking more responsibility for how they would like the home to develop; a number of residents have moved on to independent flats, which is seen as a success for the service; the development of a new group called the Opportunity Group, which is led by residents who develop the agenda - agenda items including sexual education, equal opportunities and training for work; residents taking more responsibility toward their healthcare and support; establishing a clear monthly maintenance plan; by employing two additional staff enabling more staff to be on duty and by undertaking the first clinical audit of the service. The AQAA told us that planned improvements to the home over the next twelve months would include: improving the Welcome Pack for residents, including by incorporating better information about local facilities; for residents to be engaged in more external activities outside of the service; to develop a more individualised Annual Service Review Page 4 of 6 approach for each resident in regards to their lifestyle and then bring this approach to the group, which can help residents learn from each other; to include a discussion on each residents personal healthcare and support needs in each staff supervision session; to further develop training for staff on how to deal with complaints in the best possible way; to continue to personalise the appearance and fabric of the home; to continue to develop staff training to meet identified staff training needs and further assisting residents identify appropriate accommodation for when they are ready to move on from the service. The AQAA also told us that the home continues to listen to the views of residents, including through forums such as weekly community meetings, weekly therapy groups, opportunity groups, individual resident reviews and resident satisfaction surveys. We received comments from six residents, which indicated that they were satisfied with the care and support they received. Comments included: Staff listen to what you say well, medication is always on time and staff are supportive and seem to care about you and your stay in the home. Another resident told us, The home encourages the residents and staff to build up a trusting relationship. We received comments from two staff that indicated they felt well supported. Comments included: The home offers a good therapeutic and practical programme to support residents achieve independent living. Another staff member told us, We take care of the needs of the people who live in (the home), and in particular their psychological needs and desires. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 22nd October 2010.
