Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at the information received and requested since the last Annual Service Review. This included: The Annual Quality Assurance Assessment (AQAA) that was completed and returned to us by the service. The completion of the AQAA is a legal requirement and it enables the service to undertake a self-assessment, which focuses on how well outcomes are being met for the people using the service. The AQAA also provides numerical information. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. We had sent out surveys for the people using the service and the staff to tell us of their experience of living at the service, the qualifications, training and opinions of the service. We unfortunately have not received any surveys prior to us completing this annual service review. It was agreed with the provider that the previous AQAA would be used as it remains current. We contacted the service to clarify information/changes that may be relevant to the service since the last inspection. What has this told us about the service? The manager had returned the AQAA previously completed in December 2008. It was detailed and provided us with information about the outcomes for the people using the service. The manager updated the information via the contact we had with her before commencing the report. We looked at the information we had gathered and from the AQAA it indicated that the service moves forward, while recognising the strengths and where issues need to be reviewed to further develop the service. Information in the AQAA told us that the service has a comprehensive Equal Opportunities policy, the service then ensures that all the staff read and understand the policy. People using the service and families are also encouraged to read the policy. The aim of the policy was to ensure that no person or employee should receive less favourable treatment on the grounds of race, age, religion,disability or gender. The AQAA told us of the structured assessment process for prospective people who wish to live at the service. No person would be admitted without a full assessment assuring that their personal and health needs can be met. The AQAA told us that the service continues to improve on the excellent status Inglewood has achieved. Arrangements are in place for the continued health care requirements from other professional agencies. Equipment is provided collectively and for individuals to aid their mobility and daily life style, while considering their privacy and dignity. The manager ensures that all the staff are trained to deliver excellent care Annual Service Review Page 4 of 7 practices based on individuals needs and the care plans. We were told in the AQAA that activities have increased based on the needs and interest of the individuals. Families are invited to be part of any celebration at the service. Spiritual beliefs are recognised and respected. The AQAA told us that each person using the service and their representative were given a copy of the complaints process, which was updated on a regular basis. There has been one referral made to the safe guarding team, this was investigated and identified as not substantiated. The manager confirmed that the service maintains 100 record of no complaints since opening. People, we are told in the AQAA can feel safe and protected by the staff following them receiving the appropriate training and accessing the policies in place. The AQAA told us that the environment is under regular review, A major extension to the service with a total refurbishment was undertaken in 2008. The manager recognises the need for a safe working environment for the people using the service and staff. Information in the AQAA told us that there is a senior staff member on duty on all shifts. Prior to employmentof new staff, the service told us that they have a robust recruitment and employment procedure. Ensuring that references, a Criminal Records Bureau (CRB) Protection of Vulnerable Adults (PoVA) clearance is obtained based on equal opportunities. The majority of the staff have a professional qualification National Vocational Qualification (NVQ) levels two and above. During a discussion the manager confirmed that staff training was curent and on going, all the required mandatory training had been completed. Training for the Mental Capacity Act and Deprivation of Liberty (DOLS) is on the services adgenda with Age Concern as the facilitiators. The AQAA indicates that the service is operated to the best interest of the people using the service. The manager has twenty years experience in the caring profession. she had acheived the Registered Managers Award Level 4. Her knowledge is updated by her seeking further development with external training relevant to her role. We have looked at the information available to us and in our judgement the service continues to provide an excellent service What are we going to do as a result of this annual service review? We are not going to change our inspection date and will do a key inspection by the March 2011 However we can inspect the service at any time if we have concerens about the quality of the service or the safety of the people using the service.
