We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. Keswick House is located in Stoke On Trent, Staffordshire; the three storey property provides a service for twelve younger adults who have a learning disability. The home can also offer a service for two people who have a physical disability.
Annual Service Review Page 2 of 6 The property consists of ten single and one shared bedroom, three of which are equipped with en suite and the remaining are fitted with a washbasin. A bathroom and toilet is located on the first floor and a shower room on the second floor. The home also provides a lounge, a separate dining room, kitchen and laundry area. People living in the home also have access to a well maintained garden. Staffing is provided throughout the day and night to ensure people are provided with the necessary support to meet their needs. People have access to relevant information about the home, so they know what to expect from the service. What did we do for this annual service review? We, the Care Quality Commission looked at information received by the service, or asked for, since the last key inspection undertaken on 15 May 2008. This included: The Annual Quality Assurance Assessment [AQAA], this was sent to us within the required timescale. The AQAA is a self-assessment tool that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. We also looked at notifications received from the home. These are reports about things that have happened in the home they have to let us know about by law. We did not request Have you Say surveys from people who use the service or staff members. What has this told us about the service? The AQAA show people have access to a Service User Guide before they move into the home. This should enable people to find out if the service will be suitable to meet their needs. The AQAA and the previous inspection report show that care plans are in place. A care plan should tell staff about peoples needs and how to meet them. People are also involved in their care planning, so they receive a service in a way they prefer. The AQAA told us risk assessments are in place. This should tell staff how to support peoples independence and ensure their safety whilst doing so. Information obtained from the AQAA and the previous inspection report, told us people are able to pursue their chosen social interests, so they are able to live a stimulating and fulfilled lifestyle. There is also recognition of peoples cultural and religious needs and the support required to ensure these are met. The AQAA and the previous inspection report, told us people have access to relevant healthcare services, so they can be assured their physical and mental healthcare needs are met. People have access to a clear complaints procedure. The previous inspection report show people know who to share their concerns or complaints with, and were confident they would be listened to and taken seriously so their rights are supported. The AQAA shows the service has received one complaint since the last inspection visit. Telephone contact with the registered manager confirmed this complaint related to someones personal possession going missing. This concern was resolved to the persons satisfaction. The AQAA shows the service has not received any safeguarding referrals, this was also confirmed by the registered manager. A safeguarding referral is where there has been Annual Service Review Page 4 of 6 an allegation of abuse or where care practices may compromise peoples health or safety. We have not received any complaints or safeguarding referrals for the service. Information obtained from the AQAA shows 15 out of 20 staff members have obtained the National Vocational Qualification Level 2 or above in Care or Health and Social Care. This should ensure staff have the skills to provide a good service, so people can be assured their needs will be met properly. The registered manager is experienced in social care and runs the home in a manner to ensure people live a lifestyle of their choice. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 10 May 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people living there. Annual Service Review Page 5 of 6 Reader Information
