Laburnum Court is a large, purpose built care home that provides accommodation on two floors. Each floor is run as a separate unit with one specifically designed to meet the needs of those with mental health and dementia type illnesses and the other supporting those with nursing and general residential care needs. Bedrooms are single with en-suites, which give people who use the service increased privacy. There are a number of communal seating areas throughout the home where people who use the service can meet together to socialise. The home is situated in a quite area in Broughton, a residential area of Salford. The home is close to local shops and within a bus ride of Salfords shopping area. The current fees for Laburnum Court range from three hundred and seventy three pounds to five hundred and twenty pounds. There are additional charges for individual services such as chiropody and hairdressing.

What the care home does well The registered manager communicates well with us and notifies us of all incidents and events within the home relating to the health, well-being and safety of people who use the service. We looked at records relating to the `Notification`s` and found that they were completed in good detail. Where appropriate the manager had made referrals to the local authority as required under the Protection of Vulnerable Adults procedure and reported any concerns he may have had. The records identified that strategy meetings had taken place with numerous professionals to conduct their own investigations and evaluations, including any outcomes. We found that the manager had acted appropriately in informing all relevant people each time a suspicion of abuse were noted and took action to protect people who use the service from harm. The records relating to complaints received at the home were maintained in good detail. They identified the actions taken by the manager to report complaints to senior managers within the organisation and their actions to investigate. Complainants received letters of acknowledgement and once investigations had been completed they were invited to meet with the manager or others within the organisation to discuss outcomes of their investigations. Complainants also received the outcome in writing. From the records we looked at we could see that the manager has systems in place t, wherever possible to, improve staffs practice and reduce the possibility of re occurrence. When we looked at regulation 26 visit records completed by the operations manager, we found the organisation had good systems in place to evaluate their own practice. We could see clearly who the operations manager had spoken with and what they had been told, what records had been looked at, that they had inspected the building, consultant with people who used the service and those who were employed there. Plans of action were in place where improvements could be made. All accidents relating to people who use the service are recorded. We found that they were also completed in good detail, we could tell who had had an accident and the time and place it occurred. Injuries were also recorded where applicable as was the action taken by staff members to provide support and treatments. Furthermore we found that care plans were amended if necessary and risk assessments re-evaluated or put into place. Copies of all accident forms are kept on the individual files of people who use the service and were maintained in a confidential manner. The manager has good systems in place for analysing all accidents and falls, each month information is gathered and provided to senior managers within the organisation which enables patterns and frequency to be identified easily. Further procedures are also undertaken by people within the organisation to ensure health and safety considerations have been evaluated and procedures followed. Though the manager has not completed the registration process with us, he has the appropriate qualifications and skills to manage a care home. This random site visit has found that the manager has acted appropriately to safeguard people who use the service and takes his responsibilities seriously to ensure their health, well-being and safety. What the care home could do better: We have found that the way in which the organisation and manager conducts themselves in respect of safeguarding people who use the service is of a good standard and does not require any significant development. To ensure that Laburnum Court is effectively run by a person who has been judged by us to be fit to do so, an application to register the manager must be submitted to us without delay. This requirement has been issued previously and not been complied with. Care Homes for Older People Page 3 of 9 What we found: This random inspection was undertaken on an unannounced basis because we have received a number of Notifications from the homes manager, which are required to be completed whenever a significant incident, accident or occurrence involving someone who uses the service has happened, and because of the number of referrals which has been made to the Local Authority under their Protection of Vulnerable Adults safeguarding procedures, we decided to complete a random inspection of Laburnum Court. We did this to assure ourselves that the manager was continuing to maintain standards within the home and that people who use the service were being safeguarded. The random inspection site visit was unannounced which means the manager and staff did not know we were going. The site visit lasted approximately three and a half hours, during which time we spoke with the manager and responsible individual within the Southern Cross for the northwest region. We looked in depth at all notifications sent to us including those referred to the Local Authority under their Protection of Vulnerable Adults procedures. We also looked at records of all complaints received at the home within the last 12 months and accidents records. At the time of the site visit one compliant and one safeguarding matter was being investigated under the Local Authorities safeguarding procedures. We also wanted to assure ourselves that the organisation had systems in place to evaluate their own practise and conduct. One way this can be achieved is the completion of Regulation 26 visits which are required to be completed each month. We found that the operations manager completed these visits at the required frequency and upon completion made a detailed report of the outcome. The reports were made available to us during the site visits. Since the last inspection a new manager has been appointed. The random inspection gave us the opportunity to assess how the manager fulfils his roles and responsibilities for protecting and safeguarding people who use the service and ensure he has the appropriate skills and qualifications to do so. At the time of the site visit the manage had not completed the registration process with us to become the registered manager of Laburnum Court.
