Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Meadow Court is a purpose built residential care home with nursing, situated in the grounds between Goodmayes and King George Hospitals, entry is through the King
Annual Service Review Page 2 of 6 George Hospital entrance off Barley Lane in the London Borough of Redbridge. All rooms are single with en suite shower, toilet and hand basin. There are six units, known as clusters, these being Terracotta, Green and Yellow for those people with dementia, Blue and Stone for older people with nursing needs and Heather for young physically disabled adults. Each cluster is self-contained with its own lounge/dining area and small kitchen with a special oven for the heating of the main meals, which are purchased from an external provider and are cook/chill. Other meals are provided either from a larger kitchen area of the home, or from within each of the clusters. There are two enclosed courtyard gardens, which are well maintained and provide easy access for residents. The home is equipped with hoists and all facilities are suitable and accessible for people with various disabilities. There is also a cafe/shop, which is run by volunteers, and this is situated in the reception area of the home, and is open to visitors and residents. A copy of the statement of purpose and service user guide was available in the reception area, and copies can be obtained on request from the manager. At the time of the inspection the fees for the younger adults with a disability ranged from #950 plus per week. All of the beds in the five clusters for dementia care and older people with nursing needs, have been purchased by Redbridge Primary Care Trust and are not currently available for purchase by other agencies. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. The previous key inspection report. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and generally gave us the information requested but some areas could have been more comprehensive in demonstrating the service being provided at Meadow Court. Based on the AQAA and other information received, our judgement is that the home continues to provide an excellent service for people living at the home. There have been some safeguarding issues at the home, but these have been dealt with in accordance with the appropriate policies and procedures with any necessary actions being taken. Outcomes from safeguarding issues and complaints are used to improve services to residents. The service is proactive in seeking the views of residents and their families/friends as to required improvements, and the manager draws up an action plan for the areas identified for improvement. There are now 3 activity co-ordinators who arrange activities such as arts/crafts, gardening sessions, trips outside of the home, reminiscence sessions, festival celebrations and entertainers. As many of the residents are very high dependency and are not able to spend much time out of bed, effort has been put into creating sensory stimulation for these residents though the provision of sound/smell machines to create soothing and different environments. The home continues to invite pat a dog into the home and this is great hit with many of the residents. Recently the home was visited by a mobile farm, and also held a summer fete. The home uses the Liverpool Care Pathway and work closely with the local palliative care team to ensure that end of life care at Meadow Court is of a very high standard. Family and friends are able to visit the home at any time and many are now becoming involved in the activities. The home continues to have a cafe facility which can be used by residents and visitors. In order to continue to provide a high standard of health and personal care to the residents, the home has developed close working relationships with GPs, nutritionists, tissue viability nurses, speech and language teams and other health/social care professionals. Residents are able to pursue religious needs, and there is a multi faith room available for this purpose. A local vicar now also visits those residents who have requested this. At the last key inspection concerns were raised regarding the quality and quantity of food. As a result of this residents and relatives were involved in the consultation process for finding a new supplier, and this process also involved food tasting sessions. Annual Service Review Page 4 of 6 Currently feedback has been good regarding the new supplier. Redecoration and refurbishment continues at the home, and new plasma televisions have been purchased together with new furniture for some of the areas. Staff training continues in all of the mandatory and specialist areas and the use of agency staff is minimal which has provided a more consistent care to the residents. In spite of many difficulties, Meadow Court has been transformed from the hospital based setting of 2006 to a homely and friendly environment of a care home. All staff should be commended for this. The manager is aware of the requirements under the Mental Capacity Act 2005 and the Deprivation of Liberty Safeguards which have been incorporated into the organisations policies and procedures. There have not been any referrals under the deprivation of liberty safeguards. The AQAA demonstrates that the service has a good understanding of equality and diversity issues in all of the relevant areas. The service works well with the Commission and continues to keep us informed of any incidents. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by the beginning of July, 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
