What the care home does well Residents at both premises have their own bedrooms and they have access to separate gardens that are suitable for their use. The premises are close to a range of communal facilities. Residents have access to facilities within the premises. They are supported by staff at all times including attendant staff at night. What the care home could do better: The requiremments outlined in both inspection reports must be addressed. In addition, the concerns expressed by KCC representatives must be addressed by the manager and other staff within the owner organisation, Independent Living Group Ltd. Care Homes for Adults (18-65 years) Page 3 of 9 What we found: We made a visit to both registered services (Westdene and Northwood House) on 14 May 2010. The purpose was to make an assessment of how the requirements contained in the previous inspection reports were being addressed. At the time of the visit, two representatives of Kent County Council (safeguarding adults officer and contracts officer) were visiting both services. The manager, Mrs Linda Tebb, was also present. She is the registered manager for both homes. The contracts officer and safeguarding adults officer have concerns for residents at both homes. Of the 8 residents living in the two premises, 4 are directly funded by KCC. In addition, the contracts officer was carrying out a compliance visit for the full service. There were 5 residents at Westdene. This service is registered for up to 10 people. There were 3 residents at Northwood House. This service is registered for up to 7 people. We made a visit to some parts of both premises and met some of the staff on duty and some of the residents. The last inspection reports relating to both services were carried out on 30th September 2009. There were 13 statutory requirements and one recommendation contained in the Westdene report. There were 8 statutory requirements and one recommendation in the Northwood House report. The statutory requirements should have been addressed by January 2010. There are two Safeguarding Adults investigations underway and a third has been completed. One Safeguarding Adults investigation was initiated by the manager and a member of staff remains suspended. The outstanding statutory requirements have a connection with many of the concerns expressed by the KCC representatives. These relate to restrictions on some residents, shortfalls in meeting identified care needs, need for updated risk assessments, lack of opportunities for proper leisure facilities, poor quality assurance procedures, lack of formal supervision, possible shortfall in staffing and ongoing lack of training. One resident at Northwood House was in hospital and is likely to move directly to a nursing care environment. The manager said that Northwood House is set to close.
