Care Homes for Older People Page 3 of 9 What we found:
The reason for this inspection was to check compliance with the Immediate Requirement Notice dated 2nd December 2009 which was issued following the key inspection to the home on 2nd December 2009. The Immediate Requirement Notice related to medication left unattended and accessible to other people. You were required by 9th December 2009 to tell us how you intended to meet the requirement. A prompt response was forwarded to us and received by the due date detailing actions taken and to be taken. The written response from the manager to the Immediate Requirement Notice recorded steps to be taken with immediate effect; 1. An immediate review of the homes medication procedures. 2. An investigation to be undertaken with the senior member of staff who had failed to comply with the homes medication policy and procedures. 3. Staff who administer medication to receive regular assessment as to their continued competence so as to ensure that staff who administer medication remain competent to do so. At this inspection we observed medication being given to 4 people at lunchtime and saw an acceptable level of practice. The senior member of staff was observed to leave no medication on top of the medication trolley and the medication trolley was closed and locked on each occasion prior to them administering the persons medication. The requirement made to ensure people are safeguarded by medication not being left unattended and easily accessible has therefore been met. Records showed that following the key inspection on 2nd December 2009, the registered manager undertook an investigation with a senior member of staff in relation to the shortfalls identified pertaining to medication practices and procedures. Records viewed indicated the issue had been investigated, dealt with and further actions identified. The latter referred to a senior member of staff receiving further medication training and regular assessment by a Team Leader as to their continued competence to administer medication safely and in accordance with regulation. We requested to see evidence of the updated training and competency assessments for the senior member of staff since December 2009. At the time of the site visit no evidence of updated training by the member of staff could be located. We were advised by the newly appointed manager and following discussions with the homes Team Leaders that two competency assessments for this person had been completed, however neither record could be located. We also examined their supervision records and found that since the last key inspection in December 2009 the senior member of staff has only received one supervision. The record contained no evidence to support the above actions having been achieved. What the care home does well:
