The category of registration is learning disability (LD) to include nursing care. Orchard Lodge is in a rural setting near the village of Warnham. The establishment is part of the Sussex Health Care Group and is situated adjacent to the building occupied
Annual Service Review Page 2 of 6 by the main administrative offices. The care home was purpose built and is on the ground floor of a two-storey building. There are two separate units connected by a covered walkway. The first floor is used for staff accommodation and has a separate entrance. There are twenty-three single rooms with en-suite facilities. There is a communal lounge and dining room in each part of the building. The dining room in the east wing is also used as an activities room. There is a kitchen in both buildings; all meals are prepared and cooked in the east wing. There is a spa pool and sensory room available to service users. The registered proprietors are Dr S Sachedina and Mr S Boghani. Mrs P Stuart is the registered manager responsible for the day-to-day running of the home. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information received from other organisations. What has this told us about the service? The last key unannounced inspection took place on 18th March 2008, which identified that Orchard Lodge was providing good outcomes to the people it supports. The last Annual Service Review was undertaken on 16th March 2009. The Registered Manager sent us a detailed and comprehensive AQAA when we asked for it. It was clear and gave us all the information we asked for. The AQAA identifies that the service continues to seek the views of people using the service through regular service users meetings, which gives people the chance to talk about important things in their lives and any changes or choices they would like to happen. As a result of these meetings, the organisation has set up a Service User Involvement Strategy to build on Valuing People to ensure that the service continues to offer a high standard of care to a diverse range of people. It is anticipated that this will be fully implemented within the next 12 months. In addition, newsletters are also now being produced twice a year for service users and others, which informs people of up to date information about Sussex Health Care and any special events or achievements. The AQAA states that the service has begun to develop close working links with a local hospice and that they are implementing advance life person centred plans in respect of how and where individuals wish to be cared for. They hope to implement training for staff in respect of palliative care in the next 12 months. The AQAA states that they continue to provide a wide range of activities for all service users (in addition to college courses) and that in the past 12 months they have held two separate BBQ/garden parties for service users, their friends and relatives. The AQAA identifies that new sensory equipment has been purchased, whilst the home continues with its ongoing programme of redecoration and maintenance. The service Annual Service Review Page 4 of 6 applied to us in January 2010 to increase its number of beds from 23 to 33. This application is in progress. The AQAA states that the service continues to provide an experienced skill mix of care staff (31 in total), all of whom are well trained. The home continues to offer NVQ training to all staff, whilst two Registered Nurses are working towards their Registered Managers Award. The AQAA states that the management team has remained stable and that they have responded to eight complaints in the past 12 months, five of which were upheld. We have not received any concerns or complaints about this service in the past 12 months. It is identified in the AQAA that they have made two safeguarding alerts in the past 12 months, both of which were fully investigated. The home has continued to liaise with us and there have been no reported issues which give rise to any concerns about the way the service is being delivered. From the information provided in the AQAA, our judgement is that Orchard Lodge is still providing a good service to the people it supports. What are we going to do as a result of this annual service review? We will review the service again when it applies for re-registration under the Health and Social Care Act. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
