88 Park Road is a small care home registered to provide personal care for a maximum of five younger adults who have learning disabilities. The home is a detached two-storey house with five single bedrooms. The fifth bedroom which was added to the home recently, has ensuite facilities. On the ground floor, there is an office, a kitchen / diner, laundry room, bathroom with a toilet, a lounge and two bedrooms. On the first floor there is a bathroom with a toilet and three bedrooms. There is a small parking area at the front of the building and a garden at the side and rear. The home is located in a quiet residential area of New Barnet. It is close to shops, restaurants, transport links and other community services located along East Barnet Road and Cockfosters Road. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? This annual service review include a review of information that the Commission has received about the home since the last inspection of 2 October 2007. We looked at all the information which we have received. These included the completed Annual Quality Assurance Assessment form or AQAA which was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Completed questionnaires were returned to us by two residents and three staff. We also looked at the information that we have about how the service manages any complaints and what the service told us about things that have happened. These are called notifications and they are a legal requirement. We also looked at the previous key inspection report and the results of any other visits that we have made to the service since the last inspection. Relevant information from other organisations and what other people have told us about the service were also considered as part of this review. What has this told us about the service? The home sent us their annual quality assurance assessment or AQAA when we asked for it. It was clear and gave us the necessary information. The home tells us in their AQAA that they strive to provide care that is responsive to the individual and diverse needs of residents. They indicate that they ensure that residents needs are met without discrimination. Their AQAA states: Before any of the service user moves into Park Road we undertake a comprehensive assessment to ensure that the home is able to meet their individual needs. This includes race, gender identity, disability, sexual orientation, age, religion and belief. We promote equality and diversity by implementing an individual care plan which informs staff on how they should support each service user. We facilitate individuals to follow and practise their religious beliefs without any form of discrimination. This includes personalising their bedrooms with religious pictures and icons. All staff are trained in equality and diversity and treat each client with the dignity and respect they deserve. Staff adhere to company policies and procedures. In the area of Personal and Healthcare Support, they indicates that staff provide a high quality of care and their individual needs are recorded and attended to. Their AQAA made the following comments : We have a comprehensive support plan which details on how our service users want to be supported with their personal care. Staff have access to this information at all times, including any agency staff. Key workers sit alongside the service users in the development of the support plans to ensure that the information recorded results fro the choices being made by the service user. The service users are empowered to choose their routines for the day ie. when they get up, what they want to wear or eat what they want to do. Annual Service Review Page 4 of 7 In the area of Concerns, Complaints and Protection, they indicated that residents are well treated and protected from abuse. The AQAA states : Our service users hold a meeting each month and this is an opportunity for the residents to raise any issues or concerns in a group. Each service user is encouraged to discuss any issues of concern during their one to one talk time which provides a more private environment. If a concern is raised the manager is advised and satisfactory resolutions to the situation are found. Records are maintained of any issues of concern that is raised as a complaint. All staff working in the home have CRB or Criminal Records Bureau checks and other robust recruitment checks are carried out to ensure they are legally allowed to work with vulnerable people. All staff have to attend SOVA or Safe Guarding of Vulnerable Adults training which is updated an a frequent basis so all staff know what steps to take in the event of an allegation of abuse if made. Records are made of any complaint or concern and compliment received in the service. In the area of Conduct and Management of the Home, the AQAA indicated that the manager is expereinced and ensures that the home is well managed. It states : The current manager at Park Road has worked in different capacities and roles at Park Road for the last 6 years. She started as a support worker and has developed her competency and skills through training and development to be able to undertake the role of the service manager. The manager accepts that part of her role is to ensure that Care Standards Act Regulations and Standards are followed and maintained in the home. All relevant legislation is also incorporated into the management of the home such as Health and Safety at Work, The Medicines Act 1968 and Food Hygiene. Fire checks are completed on a daily, weekly and monthly basis. Fire drills are also done every 3 months and fire training is provided inhouse every 6 months. Self monitoring of the service and quality checks are carried out on a frequent basis to ensure that high standards are maintained throughout the service this is overseen by the Area Manager and the Quality and Performance Manager. Feedback is actively sought from the service users, families, relatives and professionals visitors to the home. At the time this report was written, completed survey forms were received from two residents. These indicated that they were satisfied with the care provided at the home. Comments made by one resident indicated that the resident liked the barbecues organised. This resident would like more outings such as to the cinema and to London Three staff returned their completed survey forms.These indicated that the staff concerned were satisfied with the management of the home and had been provided with appropriate induction and support. Comments made included the following : The home supports residents and gives them as much independence as possible and a choice of social activities. The home provides a good service for residents. The home works well in providing day to day care and support for all the residents. It could work better by including more outings to various places. Suggest that there be a driver for weekend evenings so residents can go out. Incorporate ideas presented by Annual Service Review Page 5 of 7 staff for improving care. What are we going to do as a result of this annual service review? Based on information available to us, we are are of the opinion that the home is still providing a good service. We are not going to change our inspection plan and will do a key inspection by 2 October 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people who use the service.
