If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): 2 8 0 1 2 0 0 9 Annual Service Review Page 2 of 6 Brief description of the service The Phoenix Care Centre provides accommodation and personal care for up to thirtynine older people of both sexes, including up to three people with physical disabilities over the age of 47 years. The home is situated approximately half a mile from the sea front in the resort of Chapel St Leonards, in a suburban area within close proximity to the town?s shops, library, churches, holiday-makers and leisure facilities. It is situated on a bus route to the town centre. It is a purpose-built detached care home providing accommodation on ground and first floor levels, in thirty-one single rooms and four shared rooms. The ensuite facilities in all of the upper floor single rooms include showers; those in the ground floor have toilet and washbasins. All the shared rooms have shower facilities. Communally, there is a large lounge and conservatory, which is connected to a dining room. There are three toilets at each end of the building, two bathrooms on each floor and one shower-room on the ground floor. People living in the home and visitors are able to sit out in the garden. People can be taken to do their own shopping and visit the various leisure facilities. There is off road parking at the front of the home. At the key inspection on the 28/1/2009 the weekly fees ranged from £348 - £500 depending on the residents assessed needs. Additional charges are made for services such as chiropody, hairdressing and toiletries. Information about the home can be found in the statement of purpose and service users guide. A copy of the last inspection report can be made available on request. These documents are available in the reception area. An additional copy is kept in the homes office. These documents are made available to all new potential people. The care home does not offer a dedicated intermediate care service. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What has this told us about the service? The manager sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and and detailed and gave us all the information we asked for. The manager told us that they continue to ensure that people coming to the home are provided with information about the home in the form of a service users guide. People are encouraged to visit the home, meet staff and people living in the home before they decide to live there. They are assessed by the manager and this involves the person and other people connected with their care and support. A person centred care plan is provided with each persons involvement. They continue to provide a varied social activities programme. The manager told us that the care plans are updated on monthly. They ensure that the person and family are included in the review process. They ensure that comprehensive risk assessments are carried out for nutrition, tissue viability, continence, moving and handling and use of bed rails. Over the last year they have improved communication with families and relatives. They have employed a gardener. The manager also told us that 4 bedrooms have been decorated and paint damage touched up. They have improved the training for their staff. Installed a chair lift to the first floor which is in addition to the shaft lift. The manager told us that they had improved documentation, staff records and training records and increased staff and meetings with the people who live in the home. We looked at the information in the AQAA and our judgement is that the care home is still providing a positive service and that they know what further improvements they need to make. They would like to provide more open evenings. The manager told us they want to maintain and build on improvements already made, replace furniture in the lounges, install a new central heating system and provide their own mini bus to Annual Service Review Page 4 of 6 transport people for day care and outings. We did not on this occasion send out any surveys but we have no evidence to show that the people living in the home are not being cared and supported by staff who are skilled in delivering care. Staff continue to be recruited correctly with a check by the Criminal Records Bureau. Staff continue to receive an induction training programme. Their training has included mental capacity and deprivation of liberty safeguards to identify and protect the peoples rights and choices. They have increased the number of staff with nationally recognised National Vocational Qualifications to 50 with level 2. In addition 5 staff have NVQ level 3. Training over the year has covered, dementia awareness, medication, moving and handling, safeguarding adults, fire prevention and health and safety. Eighteen staff have received infection control training and 15 in nutrition. Staff continue to receive regular supervision and support. There is an established quality assurance system and the home achieved three stars excellent care service by the Lincolnshire County Council Quality Assurance Framework. The owner carries out monthly unannounced monitoring visits to monitor quality. The home continues to let us know about things that have happened over the last year and they have shown that they have managed issues well. They and us have received no complaints or safeguarding adults issues over the last 12 months. What are we going to do as a result of this annual service review? The information we have tells us that the service continues to provide positive outcomes for the people who use the service. We are not going to change our inspection plan. The next inspection of the service will be based on the Fees and Frequency Regulations (2007) and the assessment of risk.
