If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Pierpoint House is a treatment centre offering primary care to 29 adults of both sexes who suffer from substance abuse, dependency or addiction. Up to 20 beds are specifically for detoxification treatment therefore nursing staff are employed. Most people receiving in patient Detoxification are generally admitted for a 10 to 21 day course of treatment, whereas the primary treatment programme is for a 12 week period.
Annual Service Review Page 2 of 7 0 7 0 1 2 0 0 9 The home is converted from a large Victorian property. The accommodation is on the ground, first and second floor. One room is en-suite and additional bathing and shower facilities are provided. There are two lounge areas, one activity room plus individual therapy rooms. The bedrooms consist of five twin bedded rooms, eight single rooms, two three bedded rooms and one four bedded room. There are garden areas to the front and side of the property. The home is situated near to the promenade and to the popular shopping area of St Annes Square and is also close to bus routes and the railway station. There is a statement of Purpose/Service user Guide, which is given to all prospective new persons to be admitted. This written information explains the care service treatment programme; who the owners and staff are and what can be expected if he or she decides to go on the rehabilitation treatment programme. The fees at the home range from £92:00 per night for Re-habilitation and £196:00 a night for Detoxification. Further information about fees can be obtained from Pierpoint. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included; The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and by staff. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection report. Relevant information from other organisations. What other people have told us about the service. Information from any visits we have made to the service. What has this told us about the service? The home sent their AQAA when we asked for it. The AQAA was clear and detailed giving us all the information required. We looked at the information in the AQAA and our judgement is that the home is still providing a good service. Surveys were sent prior to the annual service review; ten surveys were returned from people being supported by Pierpoint and five from staff; the responses were all very positive. Comments included: From the people supported: The home is run as a treatment centre and is run very well on that basis. Always qualified staff on duty to see to our needs, focus is on the 12 step programme which is essential for our recovery. The home does well to support people in their addictions. It is run properly and the staff are very good. Have the necessary rules and regulations to help and ensure that I am doing what I am here for in the first place to recover from my alcohol addiction. Other comments when asked how the home could do better included: Different activities, more free time. Annual Service Review Page 4 of 7 There is a lot of structural decay eg water pipes leaking into peers lounge, showers leaking on each floor and they tend not to get sorted until they are really bad or not all. The bed mattress is grim and uncomfortable. Staff comments included: Looks after the health and well being of clients staying at Pierpoint. Provides supervised medical interventions for clients undergoing a safe, comfortable detoxification programme. We all communicate together and work well as a team. I think the programme works well. We run the programme efficiently and look after our service users with great care, paying attention to all their needs. Provides excellent meals, delivers support and after care. There were also staff comments that the home could be refurbished better and the decoration could be updated. The AQAA acknowledges that the home needs up-dating and re-decoration and refurbishment are already taking place and will be continuing over the next 12 months. In response to some of the comments, the registered provider has stated that all matters pertaining to to such remedial work are dealt with as quickly as the relative tradesmen can attend to them. All the people supported are provided with a questionnaire to complete each month. Comments are acted upon or else explained more fully if unable to make any changes requested. A questionnaire is provided just prior to a person completing the programme to obtain their views. A community meeting is held each Monday during which, the people supported are encouraged to air their views and opinions, any practical shortfalls are highlighted and discussed. All feedback is discussed in the Service Development Group and any reasonable changes that can be made to improve the service are put in place. Equality and diversity are promoted and all the people supported receive the same amount of personal allowance regardless of their financial status. A loop system is in place for anyone hard of hearing and a staff mentoring programme is in operation for any person who needs assistance with reading or writing. Admissions co-ordinators complete a thorough assessment of all prospective new persons who are kept fully informed about the services to be provided and what they can expect from the treatment programme. This allows any new person to make a fully informed choice about using the service or not. All new persons admitted have a nursing care plan and a therapeutic care plan recorded within 48 hours of arriving. Support is provided to help the individual concerned with the compilation of the care plan, risk assessment and treatment programme and help them understand that any restrictions in place are in their best
Annual Service Review Page 5 of 7 interests. Encouragement is provided to maintain appropriate relationships with their peer group, family and staff based upon mutual respect and understanding. Periods of free time are incorporated into the therapy programme and there is encouragement to mix with the local community including shopping, walks, the beach, church and meetings. Leisure activities take place at the local YMCA or local park every week as well as line dancing; this promotes participation, exercise and social engagement. Meals are provided using nutritious, wholesome food prepared using fresh ingredients with a choice of menu and catering for specialised dietary needs. Staffing levels are high with as many as nine staff on duty during the day; staff retention is good with some staff being in continuous employment for ten years. Staff are highly trained with five staff having a nursing qualification and four of the eight support staff obtaining a National Vocational Qualification (NVQ) in Care at level 2 or above. The NVQ in Care is the nationally recognised qualification required in the Social Care services. In 2008, over 95 of the people admitted for a period of detoxification completed their period of treatment; over 70 of persons admitted for rehabilitation also completed their period of treatment. This compares favourably to other treatment facilities who provide a similar service. Some of the persons admitted have complex needs and associated problems which are dealt with efficiently, effectively and sensitively by the highly experienced staff. The National Treatment Agency and Healthcare Commissions Joint Review in 2008 gave Pierpoint House a score of Excellent for their detoxification service and a score of Good for the Rehabilitation Service. Pierpoint has a formal complaints policy and procedure; there have been no complaints made to the Care Quality Commission over the last twelve months. What are we going to do as a result of this annual service review? We will continue to monitor information about this service.
