Ripon Gardens is a small home providing personal care and accommodation for two male residents with learning disabilities. Both young men are encouraged and facilitated to be as independent as possible; they are treated as part of the family. The home is located in a residential part of Jesmond, close to shops, Jesmond Dene, pubs and other local amenities. Both young men have lived here for many years, the accommodation is a large three-storey house, both residents have single bedrooms that are spacious, highly personalised and well decorated. The fees range from £250 to £300 per week. The home does not meet some of the NMS for younger adults, this is reflected in the homes statement of purpose, the standards that are not met, are not really applicable to this type of care setting.

What the care home does well Mrs Barrett gives good support to enable individuals to identify and access health care. Mrs Barrett gives good support to enable individuals to maintain and develop personal and family relationships and provides support to help deal with change. Residents were able and supported to participate in a range of social and leisure activities. It was observed that Mrs Barrett was kind, considerate and supportive to residents. Residents live in a home, which is well run and managed. What has improved since the last inspection? Care Plans have been reviewed and will now be updated regularly to identify change and record needs. Risk assessments have been reviewed and will now be updated regularly this helps reduce risk to residents and raise awareness. Statutory records, policies and procedures required for the protection of residents have been reviewed, updated and are available. Both residents have a range of care and support plans in place. Both residents are supported to take risks as part of their lifestyle and this is now documented. Information is held in confidence. EVIDENCE: There is evidence of a comprehensive assessment in the residents’ care plans. Residents have comprehensive risk assessments and these had now been reviewed and updated. There was evidence of advocacy arrangements, as well as family input. This judgement has been made using available evidence including a visit to this service. Both residents are fully involved in all aspects of community life; they enjoy a good range of leisure activities. Residents are supported to have appropriate personal and family life and their rights are respected. Meals are varied and healthy. EVIDENCE: Each resident has a practical life skills assessment carried out and this is reviewed and updated on a regular basis, both residents participate in this process. Care plans are drawn up with resident and are now amended and reviewed on a regular basis. Self-advocacy is promoted and both residents can access a range of external agencies that promote independence, any rights that are restricted are linked to risk assessments. The residents have access to a range of community-based services, which promote and provide opportunities to learn and use life skills. Each resident has the opportunity to participate in community-based activities, including supported work programmes, education and training. Both residents are supported to maintain close links with their relatives, both enjoy regular family holidays and they are able to choose who they want to see and when. Daily routines promote independence, choice and freedom of movement. Both are involved in housekeeping tasks, and one enjoys looking after the small garden. The inspector observed Mrs Barrett interacting in a sensitive and respectful manner with the residents present. It was apparent that they both are treated as family members. Both residents have access to the kitchen and are able and were observed preparing snacks for themselves if they wish. The resident said that the food was always very good and that Mrs Barrett was a very good cook. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 18,19 & 20 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Both residents are receiving the personal health care they need and in the way that they prefer. None of the residents require any form of medication. EVIDENCE: No residents currently have any moving and handling needs and require minimum help with their personal care tasks. Privacy and dignity are respected at all times. No residents currently have or require any technical aids or equipment. The resident present said that his privacy is respected. There was evidence within the residents care records that they have access to external health care services. Visits to G.P.’s when necessary, and residents are referred for specialist health care if appropriate. Both residents receive regular health care checks. This judgement has been made using available evidence including a visit to this service. Both residents’ views are listened to. Appropriate steps have been taken to protect the residents from harm and abuse. EVIDENCE: The home has a complaints procedure. It details how to contact the CSCI to make a complaint, and is written in a way to ensure that residents fully understand its contents. The resident said he would know how to make a complaint and whom to approach; he said Mrs Barrett always listened to his concerns and dealt with them fairly. The home does keep a record of complaints, during the last twelve months there have been no complaints received. The home has a Whistle Blowing policy procedure as well as, the Local Authorities Vulnerable Adults procedures. Mrs Barrett has undertaken training in the Protection of Vulnerable Adults. This judgement has been made using available evidence including a visit to this service. The home is extremely comfortable and safe. The home is well maintained and clean and hygienic. EVIDENCE: These standards had been previously inspected and met. On the day of the inspection the home was clean, well decorated and maintained. The home is in a residential location. All of these standards are not applicable to this home as no staff are employed. Mrs Barrett appears competent and has the skills to support individual need. EVIDENCE: Mrs Barrett has provided care and support for many years and was observed using good and effective communication skills to work with each resident. Mrs Barrett stated she has attended a range of training over the years and has recently completed Protection of Vulnerable Adults. Training certificates were not available. There are no staff employed at the home, therefore recruitment systems are not necessary. The residents’ benefit from Mrs Barrett’s experience, knowledge and management approach. The health, safety and welfare of the residents are promoted. EVIDENCE: The registered manager has many years experience and was clear about her responsibilities. Both residents have lived with Mrs Barrett for over 22 years. Residents are informed when inspections take place and have access to inspection reports. Copies are available for relatives/others to see Mrs Barrett has developed a range of policies and procedures, which have been linked to the National Minimum Standards, record keeping was now improved and being managed. Gas and electrics are checked annually. Mrs Barrett now tests and records fire safety checks at the required timescales.
