The last key inspection was completed 24th April 2008 where the service was judged as a 2* good service. An annual service review was completed 23rd April 2009, the information that we had for the review did not change our opinion of the service. We, the commission, carried out this unannounced inspection because of concerns that had been raised with us. The concerns included the number of staff on duty, the number of people living at the home, staff working practices and the care provided. We found that there was one member of staff at the home when we arrived with another staff member on duty but not on the premises. This staff had been shopping and returned shortly after our arrival. We looked at the duty rotas and saw that generally there were two staff on duty during the day with one staff on the premises at night. Staff confirmed these levels and told us that recently they had been short of staff but that recruitment to fill the vacancies was ongoing. Staff initially told us that there were six people living at the home but later confirmed that there were seven people. Prior to this inspection we looked at the service details which clearly states that the number of places registered is six (6). We looked at the case files and care records of each of the seven people and saw that they had been resident for a considerable period of time. The last person being admitted in May 2007. We looked at the case files and saw that assessments had been completed in regard to mobility, continence and personal care. The care plans are reviewed and revised at regular intervals. Staff were able to tell us the very individual care needs of the people in residence and explained the morning weekday routines. They went on to say that during the week mornings can be very rushed and busy when people are requiring support for preparing for the day. Some people living at the home told us that they are offered a choice of food each day, one person told us there was no choice. Some people said they were able to do what they wanted to do when they wanted to do it, one person said there were limitations on what they could do. What the care home does well: What they could do better:
