The registered providers are Eastbourne and District Mencap. The premises have been converted into one home from two large Victorian houses. The home also provides a bungalow which offers two residents more independent living arrangements. There are two lounges, two dining rooms and two large kitchens. One dining room opens onto a raised terrace area that looks out to a large well-maintained rear garden.
Annual Service Review Page 2 of 6 Sedgemoor and Framley continues to provide a safe and happy environment whereby young people can learn to live as independently as their disability will allow, within their own home. Residents are enabled to access work placements, college courses, day centres and a range of leisure activities within the home and in the local community. The fees at Sedgemoor and Framley at the time of the review are £550.00 per week. Additional charges are made for hairdressing, chiropody, magazines and toiletries. A Statement of Purpose and Service Users Guide is available for new and existing residents to reference. What did we do for this annual service review? What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. What has this told us about the service? The service sent us their annual quality assurance assessment (AQAA) when we asked for it. The AQAA was detailed, and it provided information on improvements made over the last twelve months and these include: The Statement of Purpose and Service Users Guide has been updated to include information on the Care Quality Commission and the changes within Mencap to become a Limited Company, the pre-admission form has been updated to include dietary information, the assessment package has been updated and is now also written in the first person, equipment risk assessment plans have been developed for those residents that use aids and are written in the first person and use photographs to demonstrate residents needs, there has been an increase in staff number on a Friday night and Saturday to manage the weekend activities, the complaints procedures have been reviewed, the in-house training programmes on abuse, equal opportunities and communication have been updated to reflect changes in standards and have been reproduced using power point presentation, the new packages are currently being delivered to the staff team, the ladies bathroom in Framley has been refurbished with a new bath, shower, wash-handbasin, toilet and a new carpet, a new intercom system has been installed, one of the staff team has completed The National Examination Board in Occupation Health and Safety (NEBOSH) training and all of the health and safety, risk and fire procedures are being updated. We looked at the information in the AQAA and our judgement is that the service is still providing a good service and that they know what further improvements they need to make. The last report was generally positive about the services provided and all of the outcome areas were rated as good. Two Requirements and no Recommendations were made following the last inspection. The Manager has stated that the two Requirements have been addressed. The AQAA details no complaints have been received and one safeguarding adults referrals have been made since the last inspection. Where the CQC has not been notified as required of incidents in the home to meet the Requirements of Regulation Annual Service Review Page 4 of 6 37, the Manager has stated a system has been put in place in the home to address this. The AQAA details the organisation has a system in place for monitoring its own standards of care delivery. What are we going to do as a result of this annual service review? There will be no change to the inspection plan and will do a key inspection by 14 November 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
