It was first registered in October 2002. The homes literature states that it aims to provide a high standard of care to people with additional care needs such as Autism, Aspergers Syndrome, emotional problems and challenging behaviour. The Registered Provider is THF Care Estates Ltd. The Responsible Individual is Miss Sylvia Lee. Mrs Caroline Robins is the Registered Manager of the service. The property is an attractive detached house in a rural setting, set in enclosed grounds on a site of approximately four acres. It is close to the
Annual Service Review Page 2 of 6 village of Crawley Down and within easy travelling distance of Crawley and East Grinstead. All rooms are for single occupancy and are located over two floors. A cat lives in the home, and within the grounds there is a stable block, yard and fields that house a variety of farm animals, including hens, goats and pigs. The animals and a vegetable garden are cared for on a daily basis by the staff and residents at Smugglers Barn. Car parking is available at the home. There is also a second care home in the grounds that houses five residents known as Little Smugglers Barn. They are two separate homes and are inspected separately. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What has this told us about the service? The last key unannounced inspection took place on 13th March 2008 which identified that Smugglers Barn was providing good outcomes to the people it supports. The last Annual Service Review was undertaken on 18th November 2008. The home sent us their AQAA when we asked for it, which had been completed by the Registered Manager. It gave us most of the information we asked for. It provided information about the service and identified areas that have improved in the past 12 months and some areas where further developments are either planned or would benefit the people who use the service. The home has continued to liaise with us and there have been no reported issues which give rise to any concerns about the way the service is being delivered. The AQAA states that any suggestions from the service users are gratefully received and as a result new staff have been recruited and one person will be redecorating their bathroom. It was also stated that some service users have been involved in the selection and recruitment of staff. The AQAA stated that all complaints and comments are taken seriously and responded to as soon as possible and we are always looking for ways to improve our service and so take any criticism constructively. The AQAA failed to state how many complaints had been received in the last year, however the Manager confirmed on the telephone that four complaints have been made in the past 12 months mostly by service users all of which were dealt with promptly. No safeguarding referrals have been made. The AQAA states some parts of the home have been redecorated whilst the Manager has completed the RMA and NVQ Level 4. The AQAA states that service users continue to be protected by the homes robust Annual Service Review Page 4 of 6 recruitment procedures and that staffing levels are good. It states that service users continue to be well supported by staff to lead interesting lifestyles and be as independent as possible. From the information provided in the AQAA, our judgement is that the home is still providing a good service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by March 2011. However we can inspect the service at anytime if we have concerns about the quality of the service or the safety of people using the service. Annual Service Review Page 5 of 6 Reader Information
