St Anns Lodge 2 is a small family owned and run residential care home that provides accommodation and personal support for up to six younger adults with mild to moderate learning disabilities. Mr Leslie Fernando, who co-owns both this care home and the one next door with his wife, remains in operational day-to-day control of St Anns 2. Situated on a quiet suburban street in New Malden the home is within easy walking distance of a local parade of shops, several bus stops and a train station with good links to central London and the surrounding areas. Communal space consists of a large open plan lounge/living room with a conservatory attached; a separate kitchen/dinning area; entrance hall, and a recently constructed outhouse, which is used primarily for storing confidential records. The rear garden is extremely well maintained and contains a wide variety of well-established shrubs and trees, as well as a fish pond. Service users have each been provided with copies of the homes Statement Of Purpose, Guide, and their terms and conditions of occupancy. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the services last Key Inspection. This included: The services Annual Quality Assurance Assessment (AQAA) that was completed and promptly returned to us by the registered owner/manager. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the home. Six of our satisfaction surveys that were returned to us by the people who live at St Anns lodge 2. Most people who completed our surveys were helped by either their keyworker or a relative. The outcome of the services previous key Inspection report. What has this told us about the service? All the written feedback we received from stakeholders was extremely positive about the standard of care provided at St Anns lodge 2. Typical comments included - The Fernandos are like my family, St Anns is the best place Ive lived, and i dont know how you could make it better...its excellent. The Fernandos sent us their Annual Quality Assurance Assessment AQAA when we asked for it. It was very clear and gave us all the information we required. From all the evidence gathered from the AQAA we still judge this service as providing excellent outcomes for the people who live there. We agree with the statement made by Mr Fernandos in the AQAA that St Anns - is good at providing good quality care in a family style environment and that they have a sustained track record of enabling the people who live there to express their opinions, make informed choices, and be as independent as they can be. CHOICE OF HOME - People who use the service told us in our surveys that they had received enough information about St Anns, which helped them decide whether or not it was the right place for them and/or their loved one. The proprietor wrote in the AQAA that all the people who currently live at St Anns Lodge have access to the services Guide and their most up to date terms and conditions of occupancy. The AQAA is clear that no new referrals have been accepted or any placements broken down since its last Key inspection. INDIVIDUAL NEED & CHOICE - People who returned our surveys told us the service always meets their loved ones unique needs in a way they expected and/or had agreed too. The manager wrote in the AQAA that the views of the people who use the service are Annual Service Review Page 4 of 7 ascertained through day to day contact, peer group meetings held at regular intervals, and recently introduced quality assurance surveys developed by the home. As a result of listening to the people who use the service the manager wrote in the AQAA that the menus and community based outings and holidays improved in the past year. DAILY LIFE & SOCIAL ACTIVITIES - All the services stakeholders ticked always in response to the question - can you make decisions about what you do each day and do what you want to do during the day, evening and weekends. HEALTH CARE - The proprietor confirmed in the AQAA that none of the people who reside at St Anns lodge 2 have been admitted to hospital, involved in any major accidents or significant incidents in the past year. COMPLAINTS & PROTECTION - People who completed our surveys told us they knew who to speak to if they were not happy and how to make a complaint. AQAA states that no formal complaints or safeguarding issues have been raised about the service in the past year. ENVIRONMENT - Surveys we received told us the home was always kept fresh and clean. We are not aware of any significant changes made to the physical environment of St Anns 2 in the past year. STAFFING - All the people who use the service told us staff always treated them/and or their loved ones very well and always listened and acted upon what you say. The proprietor wrote in the AQAA that all the people who have worked in the home in the past year have had satisfactory pre-employment checks carried out on them. The proprietor also stated that the service is good at ensuring all the pople who work their have the right knowledge and skills to perform their duties and are constantly receiving refresher training. MANAGEMENT - The proprietor told us all the people who use the service, their relatives and staff have recently attended the local authorities total communication course regarding the use of symbols, sign, and non-verbal communication techniques. The AQAA states the premises electrical circuits, fire detection and fighting equipment, and gas appliances have all been serviced or tested as recommended by the manufacturer or regularity bodies. The proprietor also told us a new fire risk assessment for the building has been carried out in the past year. Finally, the service has written assessments on Control of Substances Hazardous to Health and a policy for managing infection control. The AQAA states that most of the homes current staff team have received training on the prevention and management of infection control in a residential care setting. What are we going to do as a result of this annual service review? We are not going to change our plan to carry out a key inspection of this service by 15th October 2011 because we still rate St Anns Lodge 2 as a three star excellent performing residential care home.
