St. Paul`s Hostel is situated at 4 St. Paul`s Road in Middlesbrough and is a local authority care home for adults with a learning disability. St. Paul`s Hostel is a two-storey building providing care and accommodation for twentyone adults. The home is divided into two distinct units; there are seven beds for people who have respite care and fourteen beds for people who live at the home on a permanent basis. The latter unit is further sub divided for the differing user groups. All bedrooms are for single occupancy. Two bedrooms have an en-suite facility with a toilet and washbasin and another two bedrooms have a bathroom and a separate toilet facility. People who use the care service have access to the nearby town centre and local amenities. Travelling further a-field is by means of public transport, taxis or a people carrier. People, who use the care service, are encouraged to continue with educational and leisure interests. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? The quality rating for this service is 2 star. People who use this service experience good quality outcomes. The rating was made on 31st January 2008 following a key inspection. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people who use the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service; these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and they know of the further improvements they need to make. People living in the home tell us they are happy there. They are pleased with the care and attention they are given. We received comments from 2 people who use the service. They continue to be very satisfied with the quality of care. One comment was staff help me with my health condition, which has good and bad times. Another comment was I can have a laugh with the staff. they take me to places I want to go. One person said they would like more choice of who they live with. We also received comments from 5 members of staff. They all said they thought a Annual Service Review Page 4 of 6 good service was provided for people who require respite and longer term care. People who use the service are supported and their individual needs met. Staff enjoy working as a team. A comment was at times there are shortages in staff, which can make going out into the community and one to one support difficult. Information within the AQAA stated the home has increased the number of person centered plans and have adopted more person centered reviews. Service user meetings are now in pictoral form. In the environment, four new bathroom suites and flooring has been installed. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 29th January 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
