What the care home does well The service offers accommodation in a building that although quite old has a warm and welcoming atmosphere. Staff are well trained, and a record of training received and scheduled was available. A variety of activities are available to people living in the home, and a range of home cooked meals provided, with choice on a daily basis. What the care home could do better: As indicated earlier in the report, the service must ensure that their procedures are followed with regard to recruitment, and that the requirement to report significant events to the commission is followed. Their care plans, which have been improved, still need to show who wrote them and when to ensure accountability, and must also demonstrate how the individual they relate to has contributed, or if this is not possible how the information they contain was gathered, for example from a family member. The manager of the home has been in post for more than twelve months, and the provider needs to ensure they support the manager in applying for registration with the commission. The home is privately owned by Norfolk Care Ltd. The home is located in the village of Snettisham. The coastal town of Hunstanton is approximately five miles away and Kings Lynn approximately ten miles. The Close is a large detached property and provides accommodation on the ground and first floors for up to twentythree elderly people. Seventeen of the bedrooms are single and three are double. Nine of the bedrooms have en-suite facilities. Access to the first floor is gained by one of two staircases, one with a stair lift, or a passenger lift. There is a pleasant, wellmaintained garden with lawns, trees and shrubs, which has a path all around the home, enabling residents to walk safely outside. The weekly fees currently range between £364.00 and £460.00 depending on individual needs, and the accomodation provided. There are additional charges payable for hairdressing, private chiropody, newspapers and personal toiletries. People are advised verbally about the charge payable at the time of the initial. This was a random inspection, during which we focussed on issues present at the last key inspection in June 2009, and information provided within the Annual Quality Assurance Assessment (AQAA) submitted by the provider. The home is currently undergoing some building works, adding 7 new rooms and additional communal facilities, but apart from more limited parking and the closure of the conservatory, they have been able to minimise the impact on the residents of the home. On the day of the inspection, hymns were being sung in one of the lounges, and during the inspection we noted a number of domestic staff ensuring that the home was clean. We looked at individual care plans for three residents and at staff records for two people who had recently joined the service. During our inspection, the provider was available to discuss the documentation that we looked at, and to find the relevant paperwork. The manager of the home, who has yet to complete their registration with the commission, was away from the home with a resident. The individual care plans have been revised since our last visit, and contain more detail on the identified needs of the person, both health and social needs are identified, and the plans also show how those needs should be met, and the anticipated outcomes. The plans also showed evidence that the care plans are reviewed, but further areas were identified that need improvement. The plans were undated and not signed, and did not provide evidence that the person they related to had been involved in their preparation. The staff records we examined were again in a new format, but still need improvement. Although the procedures are in place, these were not being followed on the files examined, as in both cases the required written references had not been obtained. Verbal references had apparently been obtained, but on both files we examined, there was only one, and although the second written reference had been applied for, it had not been received, and the staff member had started prior to the request being sent. During our visit, we discussed with the provider their admissions process, and were told of four new admissions that have taken place in recent months. These have followed the deaths of those previously occupying the rooms, but these deaths have not been reported to the commission under the requirements of the regulations What the care home does well:
