We visited the home to ensure that the registered person had complied with the requirements and considered the recommendations made in our key inspection on 10 November 2009. Upon arrival, there were five staff on duty at the home. The staffing provided has been reviewed to ensure people receive one to one support as agreed within their contract. The service maintains a record of hourly support within the plans of care to demonstrate how all additional support is provided. We looked at two plans of care and the staff and acting manager told us that these had been developed using the services of an independent voluntary organisation. Graphic facilitation was used with the person who uses the service to find out what the person wanted in their plan. Graphic facilitation records peoples ideas, thoughts and views in plain English, and uses pictures to support the person to understand what is being recorded. Each person has a copy of their new plan which uses pictures and photographs to support the person to understand. The acting manager reported that some areas of the plans are still being developed with people who use the service and will be reviewed. We looked at the medication system and storage. The Medication Policy has been reviewed and all medicines not used are now returned monthly. A record of all medicines received is recorded on the Medication Administration Records (MAR). There were some hand written entries on the MAR Sheets; these should be entered and by two people and checked to ensure accuracy. We talked to two people who use the service about the support they received and activities they had been involved with. One person spoke enthusiastically about a recent trip away from the home with a family member, and also told us how they were able to pursue their interests. The Business manager confirmed that staff had received training for safeguarding adults which included guidance on the Mental Capacity Act. The Business manager stated she was aware of when and how to make an application if a persons liberty may need to be deprived and confirmed that no application was required within the home. Staff reported they were aware of how to make a safeguarding referral and there was evidence that home cooperates with other agencies to ensure safeguarding procedures are followed.
