If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service The Old Rectory Care Home at Fradswell is situated in a quiet rural location in its own landscaped gardens of 3 acres. The original building has considerable character and charm and has been extended over the years to provide residential care for 27 older people. Accommodation is on 2 floors with shaft lift and stairlift access to the first floor. There are 17 single bedrooms, 10 of which benefit from en suite facilities. Of the
Annual Service Review Page 2 of 6 0 2 0 3 2 0 0 9 5 shared bedrooms, 3 have en suite facilities. There are adequate numbers of bathroom/toilet areas located throughout the building. Long-term and respite care services are provided on a funded or private basis. The home provides a service for people who have dementia care needs. There is a high standard environment, with large and small lounges and a conservatory overlooking the extensive grounds and surrounding countryside. The separate dining room is in pleasant surrounding overlooking the drive approach to the property. A programme of individual and small group activities is available, there is an accent upon people accessing the community where possible. The home is remote, located in a small village, but transport is readily available in the form of a 7 seater person carrier to meet the transport needs of all people in the home. The weekly fees at the Old Rectory are £377.00 - £459.00 per week. The fee information included in this report applied at the time of the inspection in March 2009 and the reader may wish to obtain more up to date information from the care service. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection. What has this told us about the service? The care director completed their annual quality assurance assessment (AQAA) in December 2009 and returned it to us. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. The AQAA included a description of what the service does well- Our home offers a cost effective, anti-discriminatory environment in which to live. Care is provided by trained staff that promote comfort, safety and dignity. We work on a person centred approach where the SU (service user) is actively encouraged to make choices and decisions. An open and honest approach to all aspects of running the home is encouraged, allowing all people involved to feel that their views count. Concerns can be openly discussed and appropriate action taken. Policies and procedures are in place to manage complaints effectively. The homes interior and exterior are well maintained, presenting a homely, comfortable environment. SU opinions and choices are taken into account when refurbishment is carried out and SU are encouraged to personalise their surroundings with their own possessions. Recruitment procedures within the home are robust and all employees receive induction and regular supervision. The home is staffed with appropriate numbers and skills mix throughout the 24/7. The AQAA tells us the improvements that have been made within the last twelve months - We have purchased equipment to promote memories and stimulation for reminiscence therapy, sensory equipment, appropriate objects to promote well being. We have introduced Friday Outings where every Friday a trip is organised, this may be local to feed swans and geese or further to the Black Country Museum, where a mini bus was used. New garden furniture and garden activities have been purchased, quoits and croquet, to encourage a breath of fresh air. We continue with improvements to the home both internal and externally. Increased staffing hours. Provided more equipment to allow staff more time to be with service users. Hold regular informal chats and group meetings to ensure staff welfare. Twelve staff have achieved their First Aid at Work qualification. Recruited new domestic to assist with maintaining cleanliness of the Annual Service Review Page 4 of 6 home. Seven surveys were returned to us from people living at the home. Five people had help to complete the survey. All seven people indicated a general satisfaction with the care provided. Two people indicated that sometimes the home arranges activities in which they can participate, however three people said that there was always activities and something going on. Only one person indicated that they did not know how to make a formal complaint, but all seven indicated that they had someone to speak with if they were unhappy about anything. Some people offered additional comments about the service - The staff are very kind and supportive. Nothing is too much trouble and the food is excellent. The home is clean and warm. The gardens are well tended and accessible to people. A statutory requirement was made following the key inspection in March 2009 for the service to ensure that checks are made before people begin working at The Old Rectory. The care director recorded in the AQAA CRB (criminal record bureau) checks and references are followed through, contract of employment, staff hand book and job description are issued. Recruitment procedures within the home are robust. Thus confirming compliance with the requirement. The AQAA records that no complaints, concerns or safeguarding referrals have been made within the last twelve months. We, the commission, have not received any correspondence in this area. The service continues to let us know of any significant accidents or incidents that may affect the health and welfare of people living at the home. It is a legal requirement for services to inform us of such events. What are we going to do as a result of this annual service review? We will continue to monitor the service through the regulatory framework of inspection.
