The Pines is a residential home providing care and support for people with significant learning disabilities. Some also have profound physical disabilities as well. The Avenues Trust Limited manages the Pines. The home is registered for up to eighteen service users but all but one of the double bedrooms are now used for single occupancy only. The Pines comprises of four detached bungalows set in partly secluded wooded area. The bungalows were purpose built over twenty years ago. They were designed to support individuals with physical and learning disabilities There is a resource centre adjacent to the bungalows. This run jointly with the Local Authority Social Services and the local Primary Care Trust. Each bungalow is of similar design. There is a large open planned lounge/dining room and separate kitchen in each bungalow. There are separate fenced communal gardens around the bungalows. There is a large driveway with parking facilities close to the home. The home is some two hundred yards back from the main Pembury road that leads into Tunbridge Wells. Regular bus services run along this road. Tunbridge Wells town centre and the railway centre are approximately one mile away. The town has a wide range of facilities including a theatre, cinema and busy shopping parades. All staff work on a shift roster, which includes waking night staff. The fees for each resident in this home are £1,600 per week.

Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The last Inspection report dated 10th July 2007 showed: The home is very good at accessing health, leisure and support services on behalf of the service users. The home has a good community presence and uses and supports lots of local facilities. Personal and health care at the home is very good. Health and social care professionals praised the way the service users are looked after. They said that health care advice is always followed and that the staff treat the service users with the greatest respect. The residents are very well supported in taking part in a wide range of activities including horse riding, swimming, theatre, concert and cinema trips and outings. Activities are tailored to individual needs and recording of activities and the way residents react and participate is very good. There is a very good organisational structure and there is a positive direction and vision for the home. Staff are clear about their roles and responsibilities and there is very good team working. The way the residents are offered choice is excellent. The home is currently piloting Person Centred Active Support (PCAS). This is a proactive approach that supports choices and decision-making. It ensures that the residents needs are central to the way services are provided. There is a relaxed, welcoming and friendly environment. Communal areas are light, Annual Service Review Page 4 of 7 airy and spacious. Visitors are valued and made welcome. This means that the residents feel comfortable in their own homes. They can enjoy freedom of movement, within their own limitations, throughout the home and gardens. Documentation is well organised and in good order. Both the site manager and house managers were very quick to provide all documentation requested during the course of this unannounced visit. Entries in the staff handover books are, for the most part very good. They are factual, objective and neatly written. However, some exceptions were found for example, messy crossing out, unsigned entries and two inappropriate entries. The home should improve the way it keeps the handover book. Moving and handling equipment is provided where necessary. It is well maintained. However, on one bungalow the bathroom is cluttered with the diverse pieces of equipment needed. It is recommended that appropriate advice be sought in respect of possible provision of an overhead hoist for this bathroom. Evidence from AQAA (Annual Quality Assurance Assessment) and other information showed: The home did send us their annual quality assurance assessment (AQAA). The information they gave us was comprehensive and showed a lot of information. The AQAA along with other information and intelligence contained sufficient information to contribute towards making a judgement about the frequency of inspections. The AQAA detailed a range of improvements that had been made to the home and to the delivery of care to the service users. What the home considers it does well In providing and evidencing the values upheld by the Mission Statement, Respect, independence, Inclusion, Transparency, Accountability, development and opportunity. In providing a comprehensive staff induction and foundation training course within the first six month of probation. Further staff training opportunities are available. Quality assurance, Refurbishment programme and staff supervisions What the home considers has improved over the last 12 months The quality of deliverance of Person Centred Active support carry on improving Levels of recruitment have improved Several policy and procedures have been reviewed Introduced Local Senior support worker and House Manager Induction packs Risk assessments have had a comprehensive review Finalise review of Service User guides Due to tightened procedures and the introduction of a local medication training pack have reduced numbers of minor medication errors Any complaints / concerns received on evidence received by the Commission have been dealt with appropriately with the best possible outcome sought. Any notifications received made on evidence available did not give the Commission cause for concern in the context of the service provision and were seen to be managed appropriately. Annual Service Review Page 5 of 7 What are we going to do as a result of this annual service review? In the view of the completed AQAA and no negative intelligence we do not propose to change the current inspection schedule. We are not going to change our inspection plan, and will do a key inspection by 10th July 2010. This Annual Service Review will not change the quality rating for the home. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
