What did we do for this annual service review? Registered Manager: Mr Hassam Gora Soliman. We looked at all the information received or asked for since the last key inspection. This included: The homes annual quality assurance assessment (AQAA) completed and sent to us by the registered manager. The AQAA is a self-assessment focused on how well outcomes are being met for people using services. It provided quantitative and some numerical information, assessing the homes services against the National Minimum Standards for Adults (NMS) outcome areas. The AQAA demonstrated both areas of strength and where improvements can be made. Information we have about how the service has managed any complaints or allegations received since the last inspection. What the homes management has told us about things that have happened in the service; these are called notifications and it is legal requirement to inform us of these events. The last key inspection report. What other people have told us about the service. Other information supplied during telephone contact with the deputy manager and manager as part of the review process. The report will say what we found as it is written on behalf of the Care Quality Commission (CQC). What has this told us about the service? The completed AQAA was received on time. The content was clear, of good quality and validated by evidence. It supplied all the information we asked for. Changes in needs and health status of the homes ageing population are closely monitored. There are links with health and other relevant professionals and the care service seeks and acts on advice for health prevention and health management. The social model of disability is well-understood, empowering people using services to be as independent as they can be, within individual levels of capacity. They are supported to make choices in their daily lives and disabilities are overcome by reducing environmental, communication and attitudinal barriers. Various communication methods include pictorial and objects of reference to ensure the views of people using services are heard and incorporated in all the home does. There are opportunities for choice in the selection of holidays and day excursions. People using services have a say in the type of social and leisure activities they engage in, inside and outside of the home. Developments since the last inspection include an appointment of a suitably qualified and experienced deputy manager and of a new cook. The menu has been Annual Service Review Page 4 of 6 revised to offer alternative meals and is produced in a pictorial format. The activities programme is more structured and has extended the scope of social and leisure opportunities. Activities encourage and support people using services to be part of their community, enabling them to lead interesting and fulfilling lives. Effort is made to meet religious and spiritual beliefs. The home has two new sluice machines and five people have new wheelchairs specifically for their use. There is an ongoing staff training programme. Since the last inspection staff have received training in food hygiene, health and safety and medication and benefit from a supportive supervision structure. The AQAA states the home is meeting practice obligations under the Mental Capacity Act deprivation of liberty safeguards. Assessments and care plans have been further developed and updated also the statement of purpose and quality assurance systems and tools. The decor and furnishings of the premises is of a good standard and domestic in character and layout. The home is comfortable, clean and hygienic, and suitably equipped and adapted to meet the specialist and complex needs of people using services. Best practice principles underpin the homes operation and management, achieving positive outcomes for people using services and embracing their diversity. Equality and diversity policies and procedures also underpin staff recruitment and training, needs assessments and care planning. Since the last inspection staff have transferred their terms and conditions of employment from the National Health Service to the provider organisation. The home ensures continuity of care through distribution of extra shifts to permanent and regular agency staff. There is a clear and accessible complaint procedure with timescales, ensuring complaints are dealt with promptly. The home has processed and resolved two complaints in the past twelve months. Robust policies are in place for safeguarding people using services from neglect and abuse. Staff are trained to recognise and appropriately respond to indicators of abuse. In the past twelve months two safeguarding referrals were made and managed appropriately. The homes management ensures we are notified about things that have happened. What are we going to do as a result of this annual service review? It is our judgement, based on all available information, that the home is continuing to provide good quality outcomes for people using services. We are not going to change our inspection plan and will carry out a key inspection by 10th November 2011. However we can inspect the service at any time if we have concerns about the quality of the service or safety of the people using the service. Annual Service Review Page 5 of 6 Reader Information
