What the care home does well The staff at Waters Park provide an excellent service to the people who live there. Staff are polite, courteous and meet the needs of people at the home. The home respond well to suggestions and communicate with health care professionals effectively. The staff are aware of what abuse consists of and are able to report any concerns or allegations to the safeguarding team well. The management of the home respond to complaints and incidents in a timely and appropriate way. The home is well maintained, clean and free from appropriate odours. What the care home could do better: With regard to the issues raised in the complaint, we found that there were no regulations breached and will not be making any requirements or recommendations. Waters Park House provides intensive rehabilitation support for up to 23 service users who have suffered a brain injury. The home is situated in a pleasant residential area of Stoke, adjacent to the park and within a short distance of Stoke Village. The home provides accommodation 22 units with en suite accommodation with several units offering self-contained accommodation. Communal areas include a large lounge room and conservatory with a kitchen area, a dining room and a separate kitchen. In addition to the communal areas, the home offers a number of therapeutic training areas, including a workroom and computer room with internet access, an art room, a kitchen and a gym/physiotherapy suite. Page 2 of 7 Brief description of the care home the home and a passenger lift provides access to the first floor. There is a sheltered patio area with seating where service users may smoke if they wish and a small but pleasant patio. The large staff team includes rehabilitation care staff, occupational therapists, physiotherapists, education and activity assistants, a workshop coordinator, maintenance, catering and domestic staff as well as administrative staff. Speech and language therepay, couinsleling and psychology support are provided by external professionals who visit Waters Park each week. Waters Park has a Statement of Purpose and Service Users Guide; these documents provide information about what the home can offer. Both of these documents are available in the main office, and provided to prospective service users and their relatives when they visit. The fees for Waters Park are based on an assessment of need, and the home has three bands: high dependency, 1643 pounds per week, medium dependency, 1509 pounds per week and low dependency, 1436 pounds per week. Items not included in the fees include chiropody, hair dressing, toiletries, newspapers and magazines, taxis and holidays. Care Homes for Adults (18-65 years) Page 3 of 7 What we found:
We performed this random unannounced inspection following a complaint about staff attitudes at the home, cleanliness at the home and the way complaints are managed at the home. During our visit we observed that all staff interactions were positive, respectful, professional and appropriate. We saw no evidence of staff withholding services unless this was indicated within their personal risk assessment and care plan. We saw that one person is not permitted in his room during the day. We saw the reasons for this and consider the decision to be in the best interest of the person and well documented. We saw no evidence of abusive practice. The home was clean and there were no offensive odours present throughout the home. We saw that one accessible bathroom near to a ground floor flat was being used as a storage area for some equipment. We saw that this was still functional as a toilet and that there were other accessible toilet facilities close to communal areas. We saw that each person has fully accessible en suites including showering facilities. We were informed that this bathroom was not used as a bathroom. There were no cleaning chemicals present. We saw many documents and records relating to a specific incident which occurred at the home in February 2009. There was evidence to show that this matter has been dealt with appropriately in accordance with the homes policies and procedures. There was no evidence to show that any of the staff acted abusively or unprofessionally.
