If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Westonia Court is a care home registered to provide accommodation and personal care to adults whose primary care need on admission is a learning disability. The home has been formed from part of an existing sheltered housing scheme for older adults. It is however, completely self-contained and consists of a main house and independent bed-sitting rooms set out over two storeys. The main house includes a communal lounge/diner, an activity room, quiet room, and an office. A corridor leads to the bedrooms and laundry facilities. There is an enclosed garden. The home is situated on a main road about one mile from Bedford town centre, with all the facilities provided by a large town, including a bus station and railway station. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us most of the information we asked for. Some information lacked detail or was missing, but on the whole our judgement is that the home is still providing a good service and that they know what further improvements they need to make. We had a very good response to the surveys we sent out prior to this review, which helped us to have a better idea about what life is like at the home. In total we received 7 surveys back from people who live at Westonia Court, and 7 from staff who work there. People living in the home had had some help from staff to complete their surveys and told us that they liked going out, music groups, cooking and parties. They also said that the home helps to keep friends together, I like my flat, I like it here because I can go out with staff during the evening and weekends, the home encourages me to be independent and make choices and staff have received training for Makaton (a type of sign language) which helps me. People living in the home told us that the communal space needed to be bigger with a separate dining area. We referred to this in our last key inspection report for this service dated 16.2.09 but have not heard anything more about how/when this is going to be provided. People also told us that they needed to have enough staff to give me Annual Service Review Page 4 of 6 more 1:1 time when I want it and staff that can drive the mini bus. One person said they would like to go bowling more. Staff told us that the home was good at providing individual choices, is kept very clean and service users are encouraged to participate in those activities, there is good communication with most families and other facilities the people we support use, good basic training and that health and safety standards are kept up to date. Staff also told us that the home needed more staff and that the current ratio of 2 staff to 8 service users did not reflect the changing needs of the people living in the home and prevented people from accessing the local community more. The manager did reflect on this particular situation in the AQAA and stated that actions were being taken to address this. Staff told us that they would like more specialist training in areas such as autism, challenging behaviour and Makaton, and that the home would benefit from having sleeping and waking members of staff at night. The home continues to let us know about things that have happened since our last key inspection. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 15th February 2012. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service. Annual Service Review Page 5 of 6 Reader Information
