Annual Service Review Page 2 of 6 of the residents are in this category. Weybounre is purpose-built over two floors in Abbey Wood. There is a parade of shops nearby, and Abbey Wood Station is a short distance away. There are thirty-three rooms on the ground floor and a further seven on the first floor. Seven rooms have ensuite facilities. There are four lounge areas, a large dining room, a small visitors room and a central courtyard garden that has flowerbeds designed for colour and scent. What did we do for this annual service review? The last quality assurance assessment (AQAA) was sent to us by the service 2008. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. There has been no updated AQAA received since, although this has been requested as it should be completed annually. Other information we have about this service includes notifications under Regulation 37 which advise the CQC of untoward events in the service. These notifications are a legal requirement. There have been a number of Regulation 37 reports sent to us from the service, many of which refer to altercations between residents. The previous key inspection was conducted 20th January 2009 where the service was awarded a two star rating. Arising out of that visit four requirements were made in relation to assessments, written records and dignity issues. Additional information received about the service was also included. Comment cards were sent by e mail to the service, 26 November 2009 at the point of completing this report none had been received. The CQC has been advised that there have been investigations undertaken by the Local Authority and safeguarding procedures have been instigated. What has this told us about the service? Since the last key inspection the home is under temporary management arrangements. Sue Gibbs is standing in whilst the Registered Manager is absent. Sue Gibbs has worked for the organization in a management capacity for sometime. She is managing the home whilst her own home is being re built and this is not a permanent move. Greenwich Local Authority suspended admissions to the home July 2009 following a safeguarding investigation. This meant that no new admissions could be placed in the home until a full review of the residents living in the service, records and documentation were assessed as satisfactory. A full and through review took place by the Local Authority. The embargo on admissions remained in place until 19 October 2009, when it was lifted and new admissions were accepted. In addition a number of residents were moved to other facilities as it was identified during that review, that the service could not meet their needs. A further investigation was undertaken in response to an anonymous complaint about the management of the organization. The Local Authority took no action as a result of the investigation. At the point of writing this report we have no comments to include and the AQAA information is not current hence there is no reference to either of these. Due to all of the information we have referred to above, and the absence of other Annual Service Review Page 4 of 6 information has revised our opinion of the service.
