It accommodates up to 53 older people who are mentally frail in a purpose built single storey building, comprising three units. Cedar Unit accommodates up to 22 people needing personal care and Castle and Cathedral units provide nursing care for up to 31 people. Forty nine of the bedrooms are single and twenty five bedrooms have an en-suite toilet. The home is on a level site and provides parking for several cars. To the front of the property there is a large lawned area and to the back is a patio and courtyard. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: - The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. - Surveys returned to us by people using the service and from other people with an interest in the service. - Information we have about how the service has managed any complaints. - What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. - The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. - Relevant information from other organisations. - What other people have told us about the service. What has this told us about the service? We looked at all the information we had about the home and our judgment is that the home is still providing positive outcomes for the people who live there. The AQAA gave us comprehensive information about how the home was operating and their plans for future improvements. Since the last visit to the home the Registered Manager has resigned and an acting manager, Helen Hopkinson, has been appointed but she has not yet applied to be registered with us. One requirement was made following the last key inspection. This was regarding the company making sure that one of their representatives visited the home at least once a month and completed a report of their findings. The information we have received demonstrates that these are now taking place. We also highlighted several areas that could be improved, this included making the care plans more individualised so that they reflected peoples preferences in better detail and their activities provision. We also recommended that staffing level should be monitored to ensure enough staff were on duty and that they receive appropriate training regarding new legislation that is aimed to protect peoples rights and choices. The AQAA, and the improvement plan submitted after the last inspection, indicates that these have also been addressed. The content of the AQAA showed that other improvements had been made over the past year to benefit the people living at the home. These include: redecoration of living rooms, new signage, that make it easier for people to find their way around the home and a more varied activities programme. There has also been the addition of a greenhouse and raised vegetable beds so that people can be involved in gardening if the choose to. The home has also become involved in the Gold Standards Framework, this is intended to improve the end of life care provided at the home. Prior to this review we sent out surveys to some people who live at the home and to some staff to ask for their opinions. At the time of the review four had been returned. People told us that they were happy living there and answered all the questions Annual Service Review Page 4 of 6 positively. When we asked what the home did well their comments included: plenty of activities, the home caters well for the era of the residents and activities have improved over the last 18 months, residents enjoy them and outings. When asked what could be improved one person said that people should have better access to the gardens and that some landscaping, with features to interest people as they looked out of their windows or sat in the garden, would be beneficial. Another commented that although meals were of a good quality and variety portion sizes should be considered as some people found large portions over facing. Staff also answered the set questions positively, they said that they thought that the home provided good support to residents and families and commented positively about the training available to staff. When asked how the home could improve one said that perhaps higher staffing levels would be beneficial, but had earlier ticked to say that there was always enough staff on duty to meet peoples individual needs. We have received no complaints about the home since the last inspection. The AQAA indicated that the home has not received any either. When incidents have happened that may concern the safeguarding adults team the home has promptly contacted them and taken appropriate action to keep people safe. The AQAA told us that staff are encouraged to complete an N.V.Q (National Vocational Qualification)in care, it stated that anyone not on the induction course was either undertaking or had undertaken an N.V.Q, with some people going on to do a second one. The home has policies and procedures available to inform residents and guide and instruct staff. The AQAA shows that these cover all the essential areas, but most of them had not been reviewed since 2006. It is good practice to review and update policies and procedures at least annually to make sure they still reflect how the home intends to operate. It also said that regular servicing and maintenance of key equipment, such as electrical appliances and the heating system had taken place to make sure that they are in good repair and working properly. The home has let us know about things that have happened since our last key inspection. They have worked well with us and the service continues to provide positive outcomes for the people who use it. However the Company failed to tell us about the management changes at the home in a timely manner. What are we going to do as a result of this annual service review? We are not going to change our inspection plan. The next inspection of this service will be based on the Fees and Frequency Regulations (2007) and the assessment of risk. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
