Whiteleaf Cottage is a registered care home for 5 Adults with learning disabilities. We looked at the information received or requested by us since the last key inspection. This included 1. The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. 2. Information we have about how the service has managed any complaints. 3. What the service has told us about things that have happened in the service; these are called notifications and are a legal requirement. 4. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. 5. Relevant information from other organisations. 6. What other people have told us about the service. What has this told us about the service? Since the last inspection and previous annual service review, the Commission is not aware of complaints about the service. The Commission understands there are no current Social Services Safeguarding Adults procedures taking place for the protection of residents. The Commission continues to be informed by the manager about notifiable incidents affecting the safety of residents. The AQAA makes declarations about safety checks for the premises. The AQAA contains information about how the service is conducted and plans for improving services for residents. Barriers to improvement are stated as: 1. Difficulty in recruiting staff. 2. Supporting residents with complex impairments and behavioural problems and helping them to gain access to meaningful educational and occupational opportunities and 3. Sourcing reliable and effective clinical support for the service. The ways of addressing the barriers were shown as: 1. Maintaining reaslistic salaries. 2. Developing staff through NVQs Levels 2 to 4. Annual Service Review Page 4 of 6 2. Maintaining good budgetary control. 3. Supporting individuals with behavioural and complex needs with high levels of support and supervision. 4. Finding alternative sources and renegotiating the terms for clinical support services. The AQAA reiterated the plans outlined in the AQAA sent to the Commission for the previous year and plans for development are being carried forward. What are we going to do as a result of this annual service review? We changed our inspection plan schedule for the service as a result of this annual review. We intend to do a key inspection by September 2010. The intention was to carry out a key inspection before September 2009 but it was decided that the service did not require such a visit at this time. However, we may alter these planned arrangements if we receive information that makes this necessary for the safety of residents. The quality rating for this service is 2-Star. This means that people who use the service experience good quality outcomes. The previous key inspection was carried out in October 2007 and the last annual service review was in September 2008.
