Charnwood provides a comfortable and homely environment for people to live in.

There has been some progress in addressing issues raised during key inspections in December 2009 and April 2010, however the overall standard of record keeping still falls short of the required standard and the lack of training for staff remains a serious concern.

There are shops and other local Care Homes for Older People Page 2 of 10 0 7 0 7 2 0 1 0 Brief description of the care home facilities within walking distance of the home. The home has been owned and managed by Mrs Sheila Ashcroft since 1988. There are five single bedrooms and seven that can be shared by two people. There is a spacious garden at the back of the house and a car parking area at the front. Care Homes for Older People Page 3 of 10 What we found: We, the Care Quality Commission, visited Charnwood on 9 September 2010 to check whether the home owners had complied with requirements we made at previous inspections. The home owners were not given prior notice of our visit. Two inspectors visited; there were five people living at the home and one person who usually lives there had been admitted to hospital. The outcome is as follows: Outstanding requirements from 1 December 2009: 1. All of the staff who work at the home must receive training about safeguarding to ensure that people are protected from abuse. The three staff who work full-time ie the owner/manager, the deputy manager and one care assistant have attended safeguarding training, but there were no records to show that the other staff have attanded any safeguarding training. Records made available to us suggested that there are three other care staff who work part-time at Charnwood. Requirements made on 12 April 2010: 2. All staff working at the home must receive training about infection control to help protect residents from the spread of infection. The owner/manager and the deputy manager attended Infection Control training in June 2010. There was no evidence to suggest that the other staff have had this training, and the owner/manager said that no training had taken place since our last visit (7 July 2010). 3. Suitable handwashing facilities must be provided to protect people from the spread of infection. There is no handwashing basin in the laundry. The owner/manager told us that she has bought a handwashing basin for the laundry but it has not yet been installed. 4. New staff must not be employed at the home until two satisfactory references have been received, so that residents are protected from unsuitable staff. Two new staff both had written references in their personnel files. 5. All of the people working at the home must have a Criminal Records Bureau check, so that residents are protected from unsuitable staff. Two new staff both had recent Criminal Records Bureau disclosures. We were told that the member of staff who did not have a Criminal Records Bureau disclosure when we last visited is no longer working at the home. Care Homes for Older People Page 4 of 10 6. All staff who handle food must receive food hygiene training, to ensure that food is handled safely. The owner/manager confirmed that no staff have received food hygiene training, however she said that this training has been booked for three people in the near future. 7. All staff who provide personal care must receive training about safe moving and handling of people, so that residents are protected from harm caused by poor moving and handling practices. There was no evidence of any recent moving and handling training and the owner/manager confirmed that this had not taken place. 8. Maintain a record of all monies kept on behalf of service users, to ensure that there is no financial abuse. There were some records available relating to two residents who receive personal allowance payments from the local authority via the care home. The records were not always maintained accurately or kept up to date. 9. The CQC must be notified of the death of any person who lives at the home. (This is a legal requirement under Regulation 37 of the Care Homes Regulations 2001.) There had been no further deaths at the home, however CQC had not been notified about the admission to hospital of one of the people who lives at the home. 10. All staff who work at the home must receive fire safety training so that they know what to do if a fire should occur. The owner/manager told us that she had provided fire instruction for the two new staff, but other staff have not received any recent fire safety training. Following the last inspection we met with the owners of the home to discuss the low occupancy of the home and our continuing concerns. They gave us assurances in respect of meeting the requirements made, however those assurances have not been fully delivered on. During our visit the owner/manager informed us of her intention to voluntary close the home in the near future.
