The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

There is a calm and friendly atmosphere within the home which benefits both the residents and the people that work in or visit the home. Visitors described the staff as " Very friendly, helpful and kind, and they take very good care of the people here" On this day residents were being entertained by two `Pat a Dogs` visiting the home and were engaged in throwing balls for them and petting the dogs. The programme of leisure activities was varied and staff and residents said that activities take place both morning and afternoon each day. It was evident that both the management and staff were aware of the importance of leisure activity in the provision of holistic care. All residents have a preadmission assessment to ensure that the home can meet their needs. These were fairly comprehensive and included sufficient information for staff to be able to commence care planning and have a knowledge of the resident`s needs before they were admitted to the home. Care plans were reasonably detailed and there was evidence that they had been reviewed on a regular basis and where possible this had been done in consultation with the resident or their relative. The home is proactive in contacting health care professionals should the need arise. There was evidence both in the care plans and from discussion with management and staff that the manager handles personal choices of residents in a sensitive manner. The administration of medication is undertaken in a manner which safeguards the residents. Whilst choices of meals are not written on the menu, residents are encouraged to indicate preferences at meal times, and the menu provided was seen to be nutritious and varied. Visitors spoken with said that although they were aware of the formal complaints procedure, they would feel confident that the manage would address any complaints in an open and transparent manner and would prefer to discuss anything that may arise with her rather than using the formal complaints procedure. The overall impression from observation of staff working, discussion with residents and their relatives and examination of documentation is that Ferndale provides a good standard of care in happy, comfortable atmosphere, and that every effort is made to ensure resident`s safety.

What the care home could do better:

There are some areas within the home which are very malodorous, these include the entrance hall area and a first floor corridor. During discussion with the manager she said that plans were in place to replace the flooring in these areas. This should be done assoon as possible and advice gained from relative health care professionals such as continence specialist nurses, on the treatment of continence problems. The manager is not currently informing prospective residents in writing about whether the home is able to meet their needs and offer them a home at Ferndale. The manager gave assurances that this would commence.

Ferndale is a detached three-storey Victorian establishment in Southbourne, Emsworth, near Chichester and is situated approximately two miles from the centre of Emsworth with all its amenities and a mile from the sea front. Accommodation is provided in 17 single rooms, four of which have en-suite facilities. They rooms are arranged on two floors with a lift giving access to all rooms. A sitting area in the hall, a lounge and a conservatory/dining room provide the communal space. Mr K Firman is the Responsible Individual representing the registered providers Sussex Training Services Limited and the registered manager is Mrs Kathy Greenfield. Fees range from £450 -£600 per week. Care Homes for Older People Page 3 of 9 What we found: This unannounced random inspection took place on the 8th June 2010 from 09:30 to 11:45 and was facilitated by Mrs k Greenfield Registered manager. During the visit to the home we looked at preadmission assessments, care planning , medications and catering. We also looked around all parts of the home including residents personal accommodation. Six residents, three members of staff and three visitors were spoken with during the inspection. Residents and visitors made positive comments regarding the care that they were receiving and were satisfied with the standard of catering and quality of life provided by the home. Residents and visitors told us that the daily routines were sufficiently flexible to enable the residents to make decisions about activities of daily living, i.e. times of rising and retiring, choices around clothing and meals, and that there were sufficient and varied leisure activities provided to enable residents to enjoy a good quality of life. There have been no complaints or adult safeguarding issues since the last inspection. Whilst staff said that there were usually sufficient staff on duty on a daily basis to meet the needs of the residents, there were occasions, often a weekends when this was not so. Staff then either worked short staffed or the manager came in to help. The manager told us that staffing is an issue, although generally there is a stable workforce, and that the home is currently running a recruitment programme. Measures have been put in place to ensure that staff have received training in the control of infection and the home has a member of staff specifically designated to liaise with the Health Protection Agency and ensure that the home is following their policies. Staff receive sufficient training commencing with induction training and ongoing training is then provided with over 50 of the staff having attained their National Vocational Qualification at either levels 2 or 3. Staff also undertake Dementia Care training and training for End of life care and Deprivation of Liberty Safeguarding is being arranged. Staff receive regular supervision and provider visits to the home ( Regulation 26 visits) take place on a monthly basis. The Care Quality Commission is kept informed of any incidents affecting residents and there was evidence that all utilities and equipment have been regularly serviced. The home has a fire risk assessment in place and, as far as could be ascertained at this inspection, is taking appropriate measures to ensure residents safety in the event of fire. The home continues to offer residents a good quality of life.
