The home is part of Orchard Trust and has other homes within the area. The home currently provides permanent residential care and respite care for adults with learning and physical disabilities. The home provides an additional respite day care service to people from neighbouring areas. The respite service is funded by Gloucestershire Community and Adult Care Directorate on a block-funding basis. Fees for people living in the home commence at 1,032 pounds per week. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual review. This included - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. (DataSet) Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? At the last inspection in February 2009 the home was rated as an excellent service. We received the annual quality assurance assessment (AQAA) in January 2010. This provided considerable information about the service and how they had improved since the last inspection. This document was well written indicating what the service does well in each of the National Minimum Standard Outcome groups cross referencing with where supporting evidence could be found. The AQAA stated, The evidence that can be seen within the home aims to show that we provide a high quality service in a homely environment whilst allowing choice and maintaining their privacy and dignity. All care practices are being promoted towards person centred approaches. It also stated that the service was continuing to explore ways in which they can enable people to express their views about the service. They were reviewing and developing symbol and easy read formats of documents to promote more accessible information. A person centred approach continued to be implemented reflecting peoples needs and aspirations. People were offered choices on a daily basis with reference to activities, meals and social opportunities. There were plans to purchase more sensory equipment and games. Equality and dignity was promoted through practice, staff training and ensuring the service reflected the needs of ethnic minority groups where needed. The AQAA stated that there was ongoing investment in the environment such as replacing kitchen units, renewing carpets and improving shower and bathroom facilities. Comprehensive health and safety systems were in place to provide a safe environment. People using the service continued to be involved in recruitment and selection of new staff and there were plans to involve them in probationary reviews. A robust training programme continues to be in place with staff having access to specialised training. Annual Service Review Page 4 of 6 We received surveys from 3 people living in the home. They indicated that they were treated well by staff and the home was kept clean. We also received surveys from 6 relatives and 6 members of staff. Relatives said, its top class and staff are great, they look after them very well and my sister is happy with the care she receives. Staff commented, we look after clients well, homely environment, a friendly and welcoming atmosphere and good staff who are well trained. Some staff had concerns that the environment did not always meet peoples needs and thought all rooms could have en suite facilities, more storage and space and overhead hoists. One staff member thought communication could be improved and another that staffing levels could be better. People living in the home and relatives all knew about the complaints procedure. One relative stated, I have never had cause to complain. The home had not received any complaints. We (CQC) had not received any expressions of concern or complaints. The home has sent us some notifications about incidents affecting the wellbeing of people living at the home in accordance with our requirements. The DataSet indicated that over 57 per cent of staff had a NVQ Award in Health and Social Care. A new member of staff was doing their induction and all other staff had completed an induction which was equivalent to the Skills for Care Common Induction Standards. What are we going to do as a result of this annual service review? We think the quality of this service has remained the same. Subject to any changes in registration and inspection practice following implementation of the Health and Social Care Act 2008, our current plan is to do a key inspection by 26th February 2012.
