We give a quality rating following a full review of the service. It is situated in a residential area of Blackpool close to a main road, shops and leisure facilities. There is also a good
Annual Service Review Page 2 of 6 0 5 1 1 2 0 0 8 transport network close to the home. The home is a corner property, comprising of two floors. There is a passenger lift to access the first floor. There is a garden area to the side and front of the home, and a rear yard area. On the ground floor there are three rooms for residents with the other rooms situated on the first floor. There is a front lounge and seperate dining room to the rear of the home. There is a range of mobility aids for residents with limited mobility. The home has a Statement of Purpose and Service User Guide providing information about the care, and services available , so that people can make an informed choice about moving into the home. A copy of the Service User Guide and the most recent inspection reports are in the hallway and available for inspection at any time. What did we do for this annual service review? The annual service review for Westfield included the following: The last key inspection was undertaken on 5th November 2008 when it received a quality rating of two stars. The home was asked to complete an Annual Quality Assurance Assessment by us. The AQAA is a self assessment and data set, which providers are asked to complete each year and is one of the main ways we obtain information about how they are meeting outcomes for people using their service. Completion of the AQAA gives providers the opportunity to tell us about their service and how well they think they are performing. The information given allows us to develop a picture of the service being provided and target our inspection activity. There was a good response from surveys sent to the home from people who live there. No staff surveys were received. Some comments will be included in this report, however as this is a care home looking after people with dementia, residents comments are limited. Most surveys were completed with staff assisting people and in some instances relatives have helped people. Some comments will be included in this report. We take into account what the home has told us about things that have happened in the previous twelve months, these are called notifications and are a legal requirement. What has this told us about the service? The manager of the home returned the AQAA to us when we asked for it. The information was clear and showed how they were meeting the expectations and outcomes for people using the service. They say they have a maintenance system for the home which means it is looked after both internally and externally so it is homely and comfortable for people to live in. They said maintenance of the home is taken seriously so it is safe and under constant review. They said all health and safety policies and procedures are in place as required by various legislative bodies. Comments from people using the service included, the home is nice and I like my room. They said they embrace the values of equality and diversity by promoting this in all areas of practice as they feel this brings about beneficial effects for people using the service and ensures they are not discriminated against in any way. Staff are recruited and trained based on the principles of Equality and Diversity so they are not disadvantaged in any way. Information we received told us they are continuing to develop activity plans for people so that peoples needs and choices are met. They also said they keep the menus under constant review and listen to people who have personal choices, so they can be met at Annual Service Review Page 4 of 6 an individual level. They said changes have been made by introducing new menus following meetings with people. Surveys we received told us people are happy with the food they receive at the home. Comments included, I like my meals they know what I like and dont like. They said there is a complaints procedure available to people who use the service which is included in the homes written information. They told us there have been no complaints made to the home in the previous twelve months. They told us people are protected by the safeguarding systems they have in place and staff have access to training. The information we received told us staff continue to have access to training, and that the manager is focusing on developing Dementia training as this is a home which is registered to care for people whose primary need is dementia care. They told us they have introduced a revised assessment planning system which takes into account the comprehensive needs of the person and they aim to develop it further to take into account the specific needs of people with dementia. What are we going to do as a result of this annual service review? We will continue to monitor information about this service and will carry out an inspection when required.
