We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. It does not involve a visit to the service but is a summary of new information given to us, or collected by us, since the last key inspection or annual service review.

The home is located in a residential area and is a reasonable walking distance from Taunton town centre. There is adequate parking and pleasant garden with patio to the rear of the property. The home is registered with the Care Quality Commission to provide personal care for up to twelve people between the age of 18 and 65 years who require care due to a learning disability and/ or physical disability. Westleighs condition of registration permits one named person aged over 65 in the learning disability (elderly) category. The registered manager is Peter Kidson. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last annual service review. This included: - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. - Surveys returned to us by people using the service and from other people with an interest in the service. - Information we have about how the service has managed any complaints. - What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. - The previous key inspection. - Relevant information from other organisations. - What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. When asked what does the home do well?. Staff tell us the home is friendly and cosy, lovely home and residents, there are good staff who really care about their jobs and the residents and all the staff have a good rapport with each other and the service users. The home told us on the AQAA Introduced new format Individual Support Plans which give detailed guidance and information regarding individuals needs and choices. When we asked staff who work at the home are you given up to date information about the needs of the people you support or care for?; two said usually, two said sometimes and one said never. The home tell us they have improved peoples lifestyle in the past twelve months we have endeavoured to give flexibility in rotas to support chosen activities, choice of external activities brought into the home, provide the support to access annual holiday of individual choices, day trips, ensure activities are support by trained staff. Staff tell us residents need more stimulation, more trips out other than food shopping to pick up milk and bread ; it is always the same service users doing activities and service users do not get out a lot of the time they stay home bored. The home tell us they ensure a well balanced/varied/ chosen diet is available based on individual preferences. Staff tell us the food is kept to a minimum. Residents are rationed on portions; a lot of junk food, not enough fresh veg or fruit; there is never enough food in the fridge and cupboards for us to give to service users. Some service users get more food than others. A health professional tells us that there is very good communication. Annual Service Review Page 3 of 5 The home tells us they ensure service users within their individual capabilities are given the opportunity to administer and control their own medication and that the policies and procedure of the organisation are implemented to protect the service user. Staff tell us medication has been a concern and there are so many medication errors. The home has received three complaints in the past twelve months. We will look at complaints at the next inspection. There have been some safeguarding concerns at the home. The provider has been carrying out an investigation. The provider told us what they were doing and who they had contacted. We are waiting to hear the outcome. We have concerns about how the home is being managed and how this is affecting outcomes for people living at Westleigh House. What are we going to do as a result of this annual service review?
