The home is on the outskirts of Norton Fitzwarren, 5 miles from Taunton and is set in large grounds. There is an area of fenced garden to the front of the house. The accommodation is divided
Care Homes for Adults (18-65 years) Page 2 of 8 Brief description of the care home into three units. The home has wide corridors and good size communal rooms. All bedrooms are 12 sq.metres or more in size. Two bedrooms in unit one have steps and are accessible by stair lift. All other areas of the home are accessible by lift. The home is suitably adapted for the client group accommodated. The home has a large hydrotherapy pool and dedicated physiotherapy staff. This random inspection was carried out over a three hour period. We, the Commission were able to meet with the area manager and the acting manager to discuss the home and their plans for the future. Prior to this inspection the home had received a letter of complaint and we were able to discuss actions taken to address the complaint. The Commission had received a copy of the homes response to the complaint and we were able to see how action points were being addressed. Some issues raised in the complaint were around staff shortages and the high use of agency staff. The home acknowledges that they use a high number of agency staff but the staff used are consistent and know the home and people living there well. It is recommended that agency staff who work consistently in the home receive formal supervision in line with supervision received by permanent staff. The home are in the process of recruiting staff, 3 new carers have begun work, another 6 have been offered positions and will begin work once their references and Criminal Records Bureau checks have been received. 1 Registered Nurse is due to start in December, another in the new year and a further nurse has been employed as a bank nurse. The home states that they still have vacancies but continue to actively recruit. We were able to tour the building and observe care practices. There was a calm and relaxed atmosphere and the home appeared adequately staffed. The home has 11 carers on duty in the morning and 10 in the afternoon, these levels are being maintained with the use of agency staff. The response to the complaint states that the management team will continue to monitor staffing levels. The acting manager stated at this inspection that one of their main priorities was to have a full staff compliment. Part of the complaint stated that as a result of poor staffing levels call bells were not being answered promptly. The home stated that they have a computerised system that can be used to monitor response times. This had not been activated at the time of the inspection and it is strongly recommended that this be done without delay to ensure that the management are able to identify any unacceptable delays that may indicate that staffing levels are not appropriate to meet the needs of the people currently living at the home. Part of the complaint identified a member of staff who the complainant felt had acted inappropriately. The member of staff was suspended, a full investigation was carried out and disciplinary action taken. Documentation relating to this was viewed. What the care home does well:
This inspection focused on issues raised by the complaint and did not look at other areas. The home were able to evidence that all complaints are treated seriously and action is taken to address any weaknesses in the service. Both the acting manager and area
