The house is set in its own grounds in a quiet residentil area on the outskirts of Bridgwater. All bedrooms are for single occupancy and all have en suite facilities. The registered providers are Milbury Care / Voyage. There is currently no registered manager at the home but a manager is in post who has begun the process of becoming registered. 2 1 1 1 2 0 0 8 Care Homes for Adults (18-65 years) Page 2 of 7 What we found:
This inspection was carried out over a 3.5 hour period to follow up on the progress being made to address the requirements made at the last key inspection. As part of the inspection process questionnaires were sent to the home prior to the inspection. 3 were returned from people living at the home and 6 from members of staff. Since the key inspection a new manager and deputy manager have been appointed to the home and both were available on the day of this random inspection. In addition there are now three senior carers who offer support and guidance to less experienced members of staff. Each senior has been delegated specific areas of responsibility. Many of the questionnaires returned by staff highlighted low staffing levels as an area that could be improved upon. The manager gave assurances that new staff had been recruited and the home was now fully staffed. Shifts patterns have been changed to ensure that staff no longer work excessively long hours and that additional staff are available at busy times of the day. At the time of the inspection there were 8 staff on duty, including the manager and deputy. Staff spoken with said that staffing levels had improved enabling people to take part in more individualised activities. The new manager has an obvious enthusiasm for raising standards within the home and developing a culture of person centred care. They demonstrate good leadership and are giving direction to the home. One person wrote on their questionnaire since having a new manager the home is picking up, the manager is very organised and we are able to take service users out more. Everyone living at the home has had a health check carried out by their local GP and many have attended dental appointments. One person has moved to a more appropriate care setting. Work has begun to up date the care plans and risk assessments to ensure that they give clear, up to date guidance for staff to follow. This work is ongoing and one care plan seen was still not fully reflective of the persons needs and abilities. There has been some work to up-grade the environment. New carpets have been laid in hallways and some bedroom furniture has been replaced. One landing area, where carpet had not been replaced, was noted to have a strong unpleasant odour which was discussed with the manager. At the time of this inspection the downstairs hallway was being painted. At the time of the key inspection one person was using the second communal lounge as a bedroom limiting the choice of communal space for other people. This room has now been reinstated as a lounge. During the inspection one person was seen to be relaxing in the second lounge away from the noise of the busier living room. At the key inspection one bedroom window did not have curtains or a blind. Curtains have now been put in place to promote this persons privacy and aid sleep.
