Conditions of registration: 1. 2. Within the total number of 3 places, there can be up to 3 service users in the category MD. That the service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 27th September 2005 Date of last inspection Brief Description of the Service: The Community Restart team is a local authority service, which provides a range of housing support services to people with enduring mental illness and/or significant mental health problems. Within this housing range, the service offers 3 crisis/emergency/respite beds at 13/15 Darlington Rd, Rochdale for persons suffering with a mental disorder between the ages of 18 years - 65 years. This house is the only registered facility of the service. The house is situated close to the centre of Rochdale and provides 3 single bedrooms, together with lounge/diner, quiet lounge (1st floor), kitchen, and 2 bathrooms. Owing to its layout the house is not suitable for service users who may have difficulty with mobility or who need the use of a wheelchair. Darlington Rd is staffed 24 hours per day. A garden is available to the rear of the property, and parking spaces are provided to the front of the home. 13/15 Darlington Road DS0000034553.V274687.R01.S.doc Version 5.1 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This inspection took place on 6th January 2006 by 1 Inspector. The inspection started at 10.30am and finished at 11.45 – a period of 1.25 hours. The inspector arrived at the home without informing them of the visit – this is called an unannounced inspection. At the time of the this inspection, the home was not accommodating any service users, and had not done so for some weeks. As such there was only one member of staff was on duty. This is the second inspection the home has had this year (April 05 – March 06). On this occasion, the inspector looked at the (key) standards, which were not looked at on the first inspection. The home currently does not have a registered manager in place, with the previous one having resigned his position in December 2005. Whilst the Commission has agreed to the interim management arrangements in place whilst recruitment to this position is undertaken, the Registered Provider needs to make sure that an application for registration of a new manager is made within 6 months of the registered manager having resigned his position. This is considered a reasonable amount of time for successful recruitment to this position. What the service does well: What has improved since the last inspection?
The Inspector asked that staff meetings were minuted. Minutes of staff meetings are necessary as they demonstrate the communication between staff and management, and shows what type of things are discussed and if matters are resolved. New working practice and forthcoming training is also discussed at staff meetings. The inspector evidenced minutes of a recent staff meeting held since the September inspection.

JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 15, 16 ,17 The home supports service users in their lifestyles as determined by their mental and physical well being. EVIDENCE: Service users are encouraged to retain links with their families, life in the community, interests and hobbies whilst they stay at Darlington Rd. Any particular interests or activities which are identified as part of the care plan as needing staff involvement are supported. Generally, participation in any aspect of lifestyle is very much dependent on the service user’s mental and physical well being whilst they live at Darlington Road. Families and friends are encouraged to visit their relative, and positive relationships are promoted. All service users and visitors to the home are asked to respect the rights of other people living at the home. Service users are encouraged to retain cooking and budgeting skills and staff provide support in this area as identified through the care plan. Service users

Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Staff are suitably experienced (and generally known to service users) ensuring that they have a good understanding of the needs of the service users. Staff are vetted prior to commencing at the home which protects service users from possible risk or harm. EVIDENCE: Staff who work at Darlington Rd are experienced support workers within mental health. Most people usually commence work at the home having had some previous experience of working in the mental health field either through the NHS, supported living, hostel work, charity work etc. As well as working at Darlington Rd, it is common for staff to move around all aspects of the Community Restart team and work in the other projects operated by the team. This allows staff to build up their skills in all areas, and acquaints them with service users who live in the other projects but who may from time to time access the Darlington Rd facility. Darlington Rd is staffed 24/7 by a minimum of 1 support worker. Depending on the number of service users in the facility, and their needs, the number of staff on duty can vary. 1 person is on waking night duty with a support worker on “sleeping in” duty as well. 13/15 Darlington Road DS0000034553.V274687.R01.S.doc Version 5.1 Page 16 Staff meetings are held, although minutes did not evidence these taking place 6 times in a year. Staff are recruited in line with Rochdale Council’s fair recruitment and selection policy. A minimum of 2 references and a CRB check are undertaken and in place prior to anyone starting at the home. Unfortunately, the staff member present during this inspection did not have access to staff training records. As such the inspector is unable to comment on the training provided to the staff team. The service manager must send a breakdown of the staff team who work at Darlington Rd to the Commission which demonstrates the training (dates) each staff member has undertaken. 13/15 Darlington Road DS0000034553.V274687.R01.S.doc Version 5.1 Page 17 Conduct and Management of the Home

Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 37, 39, 42 The systems in place for consulting service users are good, with evidence that service users views are listened to and acted upon. EVIDENCE: The registered manager resigned his position and left the home in December 2005. Arrangements are in place for the management of the home whilst a new registered manager is recruited. The systems in place for running the home effectively are being maintained. The forums for service users to voice their views about the Community Restart Service, and the Darlington Rd facility continue to exist through workshops with MIND, use of advocacy service, reviews etc. The home was clean, and hazard free on the day of this inspection. Servicing records confirming annual service dates for gas, and electrical equipment could not be found. Such servicing has always been undertaken in the past, and although the information could not be found, this is not to presume it has not
