What the care home does well

There are many different ways for students to make decisions about the running of the home and their lives. Students felt that they were listened to and action taken where necessary. Students are well supported by staff to take risks safely in order to learn independent living skills. There is an excellent range of work placements, college courses and independent living skills accessible to the students. Any grumbles or complaints are dealt with well. The home is clean, bright and homely with comfortable furnishings. Students particularly commented on how they liked sharing the communal areas although they enjoyed the privacy of their bedrooms.

What has improved since the last inspection?

The Service Manager is in the process of devising a creative questionnaire for students to gain their views about the service provided. It is hoped this will have been used by the next inspection.The staff are gradually reducing their presence in the students house meetings in order for students to take more responsibility in how things are run and how conflicts can be resolved between them. Further opportunities are constantly being sought for student work placements and college courses. Students are currently improving the front garden with the hope of winning a trophy in the Hesley Groups` Best kept Garden competition.

It provides term-time education and care for nine young men aged between 16 and 19 years with a primary diagnosis of Asperger Syndrome. There are nine single bedrooms, one being en-suite and suitable for someone with a physical disability, the other bedrooms share bathrooms and showers. There is a lounge, dining room, kitchen, living skills area, laundry and garden. The library, shops and recreational facilities are within fifteen minutes walking distance and bus and train routes are similarly close. The students all attend The Wing Centre, a residential and educational resource specialising in meeting the needs of young men diagnosed with Asperger Syndrome. Educational programmes include a curriculum co-ordinated at The Wing Centre, work expereince and college courses organsied by the Educational Vocational Manager who links with all local colleges assessing special educational needs on an individual basis. Some of the curriculum is delivered at 18, Kings Park Road where there is scope for the young men to practice independent daily living skills. Kings Park and The Wing Centre are part of the Hesley Group, an independent provider that nationally provides a range of services to people with autism and related needs. All staff who work at 18 Kings Park Road also work with the young men at the Wing Centre. Waking staff are on duty at all times. This unannounced inspection was conducted as part of the normal inspection process legally required and to acquaint a new inspector to the service. The previous two inspections had established that the service the home was providing was operating well and that outcomes for the students living at Kings Park were good. A tour of the premises took place, guided by a student. The Manager, Service Manager and two students were spoken to and various records were examined before and at this visit. The time taken on this inspection was 3 hours on the premises and 1 hour prior with 6 key standards were considered. Service users at Kings Park are called students. JUDGEMENT – we looked at outcomes for standard(s) 7 and 9 The opportunities and systems for students to make decisions about their lives and to contribute to the running of Kings Park are good with students’ views being sought and acted upon. Students are well supported by a number of staff within a solid risk assessment framework enabling them to learn independent living skills in readiness for transition into adulthood. EVIDENCE: On the afternoon of this inspection students were being supported to go cycling and swimming having carried out their daily living skills curriculum based at Kings Park. The students and Manager confirmed that weekly student meetings take place with reducing staff presence. Less mediation from staff has enabled the students to accept ownership, chair, minute and resolve issues that may arise in their daily living experiences at Kings Park. The students spoken with said these meetings were useful and that their views and rights were listened to and action taken where necessary. (18) Kings Park Road D55 S4027 (18) KINGS PARK ROAD V226475 100505 Stage 4.doc Version 1.30 Page 10 Discussions with the Service Manager, the Registered Manager and two students confirmed staff clearly value and respect individuality and the contribution each student makes to life at Kings Park. The staff team have a strong commitment to facilitating and empowering all the students in supporting their independence within a framework of risk assessment to promote safe and personal choices. Examples were discussed and seen where individuals were evaluated in order for them to exercise both choice and rights in their lives. One such example provided was where a student had been working with their personal tutor, practising skills required to safely access the local shop. The task had been broken down into sequential steps and the student had to achieve all elements before progressing to the next. Once successful he will be able to undertake the task independently, underpinned by a risk assessment, completed consent forms and the added safety of a signing in and out of the house procedure. All risks were well documented and focus on the student learning to take responsibility for the identified activity in addition to learning about the consequences. JUDGEMENT – we looked at outcomes for standard(s) 12, The programme available to students for further education, work placements, appropriate jobs and fulfilling activities are excellent giving them a huge range of diverse opportunities to fulfil their potential. EVIDENCE: All students living at Kings Park attend the Wing Centre two days per week. This offers them further educational and learning experiences within a safe and educational environment. The recruitment of an Educational Vocational Manager has resulted in students having an even greater range of options both within the local community for work placements and at local colleges. The Manager reported that one ex-student was now at University and current students were all in meaningful educational or work related placements. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 Kings Park exercises a clear and effective complaints procedure which ensures students views, grumbles and complaints are listened to and resolved satisfactorily. EVIDENCE: The home had received two complaints since the last inspection, one external and one from a student. The records clearly demonstrated that a plan of action had been carried through and a satisfactory outcome achieved in both cases. Both grumbles and complaints are taken seriously and documented accordingly. These records had been audited regularly and seen by the Independent Person when carrying out the monitoring visit on behalf of the Hesley Group. Kings Park, within the Hesley Group jurisdiction, sometimes use a forum for determining consequences of actions that have caused problems. The forum is made up of three students, the alleged victim, the alleged perpetrator, a member of the Leadership Team and a member of the Management Team. Once an outcome has been decided minutes of the forum meeting are displayed on the wall in order for students to understand how the conclusion was arrived at. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26,27,28,29,30 The standard of the home’s environment is good providing students with an attractive and homely place to live. EVIDENCE: Kings Park is close to all local amenities, including main line trains and buses. The home is clean and bright, in good decorative order and well maintained. The communal areas offer comfortable, homely space which the students reported were good areas to share. Furnishings and fittings are of a good quality throughout the home and maintained well. Of the bedrooms inspected each student had furniture and fittings sufficient and suitable to meet their individual needs and lifestyles. Students confirmed they had been able to personalise their own bedrooms and liked the privacy afforded them. No environmental adaptations or disability equipment are currently being used at the home, although a bedroom and en-suite bathroom suitable for a wheel chair user is available on the ground floor. There are sufficient showers, baths and toilets for the needs of the students. There is a small domestic style kitchen with a separate storage and food preparation area which the students say is the main hub of the house. The domestic style laundry is situated in a purpose built room at the back of the garage. Students reported that they were currently working hard on the front garden in order to enter an in-house competition for best kept garden. The exterior of the house is attractive and consistent with similar residences in the street.
