The people accommodated will be over eighteen (18) and under sixty-five (65) years on admission Date of last inspection 25 February 2005 Brief Description of the Service: 19 Alexandra Road is a three storey terraced Victorian house in a residential area of St Leonards on sea. It benefits from a small patio garden to the rear of the property that is access only through the kitchen. The home is conveniently situated a short distance from local amenties, including public transports and shops. This is an overview of what the inspector found during the inspection. This was an unannounced inspection, the first in the year running from April 1st 2005 to March 31st 2006. The visit lasted from 16:00 until 18.00. The home has three service users, who wish to be referred to as residents in this report. The visit was spent talking directly with all residents privately and collectively; and with the team leader who is managing the home, however the team leader informed the inspector that he would be leaving at the end of August 2005. Some judgements about quality of life and choices were taken from direct conversation with service users and observation followed by discussion with the team leader and evidencing records held at the home. A tour of the premises was undertaken by the inspector escorted by the residents. What the service does well:
The home is well managed with the team leader and staff team who put the well being of the residents first and foremost, which ensures the residents are empowered to make choices about their lives. All the residents said they are happy living in the home, and the house is very homely and reflects the individuals’ lifestyles and interests. The residents make comments of: • • “The staff are very nice and we are going on holiday to Blackpool”. “The staff help me with the cleaning, the hoovering, and they help me with my washing”. The two residents at home during this inspection expressed their sadness that the team leader was leaving. What has improved since the last inspection?
Since the last inspection one staff member has successfully undertaken the Learning Disability Framework Award (Ldfa) and the other staff member is very interested in this qualification. Supervision of staff has taken place regularly, since the last inspection, and the information was seen by the inspector. Some repairs and decorating has been undertaken and the lounge has new

Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,3 & 5 Residents are given all the information they need to be able to make an informed decision to live at 19 Alexandra Road. EVIDENCE: There have not been any new residents to the home since the last inspection. However, the home has a comprehensive policy and procedures in place for prospective residents. The home is part of the East View Housing Organisation and has detailed policies and procedures in place for prospective residents. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,7,8,9 & 10 Al residents are treated with genuine respect and dignity by the staff, individual personal, health and social care needs are well supported. It was observed that one resident is seeking to become more independent, and this is being managed sensitively and confidentially by the staff team, taking their lead from the team leader. All confidential information is handled in an appropriate manner within the home. EVIDENCE: During this inspection two residents were interviewed and they expressed their satisfaction with the support they received from the staff. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,12,13,14,15,16 & 17 Residents are encouraged to make choices about all aspects of their lives, through a range of activities and friendships in the home and local area. EVIDENCE: It was evident during this inspection that this is a very busy home. The residents are involved in the running of the home, and have busy social lives in the community. The residents are able to make a range of choices about their lives and are supported by the staff team. The residents are encouraged to participate with the home’s routines, which include shopping, cleaning and cooking; there is also a move toward healthier eating within the menu planning. The two residents at home during this inspection spoke openly about their lives at 19 Alexandra Road and living in Hastings area. They have local knowledge about the community and enjoy a variety of social activities, which includes annual holidays and they looking forward to their holiday to Blackpool. One resident in the past always expressed his dissatisfaction with his day service, the team leader was fully aware of this situation and since the last

The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18 & 19 Residents are treated with genuine respect and dignity by support staff and Individual health, personal and social needs are well supported. EVIDENCE: Residents fell that they are treated as individuals and that this is respected in care giving and support. Health care is well managed with residents encouraged to take responsibility as far as they are able. JUDGEMENT – we looked at outcomes for standard(s) 22 & 23 Residents are able to raise concerns and can be assured that these concerns will be listened to and acted on. The Residents are protected as far as possible from the risk of harm or abuse. EVIDENCE: Residents stated that they knew who to talk to if they had a concern or wished to make a complaints, this included the team leader, other staff, the responsible individuals and the inspector. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26,27,28 & 30 The residents live in a warm, nicely decorated and clean home. However there was a musky damp odour in the home during this inspection. EVIDENCE: The home is well presented, homely and clean. Residents talked about the daily chores and cleaning they do within the home. The team leader was seen to be supportive giving guidance and physical assistance where needed during this inspection. The home had a musky damp smell and the team leader confirmed that there is always a smell within hallway, but it could not be located. Areas of the home had been redecorated and repaired since the last inspection and new leather sofas had been purchased for the lounge, but there were still areas in needs of redecoration and maintenance. 19 Alexandra Road H59-H10 S21309 19 Alexandra Road V237701 230805 Stage 4.doc Version 1.40 Page 15 Staffing

Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31,32,33,35 & 36 At the time of this inspection the residents benefit from the support of a welltrained and stable staff team. EVIDENCE: The home has had a stable staff team, who the residents like and respect, however, the team leader (acting manager) will be leaving at the end of August 2005, therefore the home will require a registered manager. Since the last inspection one staff member has undertaken the Ldfa training and the other support staff member is very enthusiastic about attending this training in the future. Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 37,38,40 & 42 Resident’s personal preferences and care needs are supported and carried out through the team leader’s open leadership and this has promoted a safe home and working environment. EVIDENCE: The residents felt the team leader and the support staff are very approachable, unfortunately the views of the staff were not sought at this inspection, as the team leader was the only member of staff on duty. However, supervision records were inspected and were found to open, frank and informative giving the impression of a cohesive staff team. The team leader demonstrated through discussion a very clear understanding of the current and future needs of the residents. Monitoring health and safety in the home is of a good standard, with weekly health and safety checks taking place, and equipment serviced as required to maintain a sage home and facilities. 19 Alexandra Road H59-H10 S21309 19 Alexandra Road V237701 230805 Stage 4.doc Version 1.40 Page 17 Risk assessments are completed for individual residents and staff activities in the home including care duties. At the last inspection there were concerns regarding the assistance given to one resident with his personal allowance and the accounting of this money.
