What the care home does well

The service provides a good standard of care for its service users. A strength of the service is its small family type atmosphere where service users can freely access community and access informal staff support. The home appears to have integrated well into the community.

What has improved since the last inspection?

The previous inspection was very positive and no shortfalls identified.

What the care home could do better:

Policies, assorted documents and general procedures are often hand written. Whilst this is entirely permissible under the care standards act it may often be an inefficient use of staff time to be rewriting documents. Whilst the inspectorwould not fault the standard of care at the home, the inspector observes that the presentation of the documentation would be greatly enhanced if the home were to be provided with a word processor.

Date of last inspection 2nd September 2004 Brief Description of the Service: Gerard Road is a small pleasant home situated close to the centre of Westonsuper-Mare. Most residents have day care but the home arranges regular activities for those who do not want to attend day centres. Each bedroom is single and one is on the ground floor. There is a choice of lounge and dining facilities. This unannounced inspection was conducted in the absence of the manager over a four hour period. The inspector found the home to be clean and well run generally, with an open and friendly team. The home has a clear and wellorganised system of management and administration. The service users appeared happy and the general environment of the home was pleasant and relaxing. The inspector gained the impression that this was a nice environment to live and work in. What the service does well: What has improved since the last inspection? Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1, The inspector noted evidence to indicate that service users would be able to make an informed choice about the home from its statement of purpose and service user guide. The inspector noted that service users are thoroughly assessed prior to admission and great efforts are made by the team to continue to assess the service users needs. Service users or their representatives are provided with an individual written contract and statement of terms and conditions regarding their stay at the home. EVIDENCE: The inspector audited the statement of purpose and service user guide. Both documents meet requirements as laid out in the national minimum standards. The inspector reviewed the homes assessment of service user’s needs from four care files. Assessments were comprehensive and appropriate to the needs of the service users and had been regularly updated. JUDGEMENT – we looked at outcomes for standard(s) 6, and 9 The inspector noted service users needs were comprehensively assessed and supported. Service users are supported to manage risk in their lives. EVIDENCE: The inspector audited 4 care files and their assessment documentation. All assessments were comprehensive and up-to-date. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,14 and 16 The home facilitates service users opportunities for personal development in the community. Service users are supported to engage in appropriate leisure activities. The inspector noted evidence that service users rights are respected. Service have access to a range of leisure activities locally, this may include going out for a drink at a local café or attending events at local facilities such as the Playhouse. EVIDENCE: The inspector audited four care files. The inspector noted evidence of social and leisure activities outside of the home in the community. This was supported by staff. Service users are supported to learn practical life skills such as cooking and cleaning their own rooms with staff support when necessary. Staff do not open service users mail without permission. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18 Staff at the home provide service users with sensitive and flexible personal support. EVIDENCE: The inspector audited four care records and spoke with staff. Records contained information outlining how service users are encouraged to choose their own clothes, hairstyle and appearance. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for standard(s) 22 and 23 There is a clear and effective complaints procedure within the home. The home has sufficient training, policies and procedures in place to ensure service users are protected from various forms of abuse. EVIDENCE: Staff statement evidence and training records demonstrate that the staff team are aware of the service users right to complain and are able to advise service users on the appropriate format for this. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. JUDGEMENT – we looked at outcomes for standard(s) 24, 25 The inspector noted the premises were suitable for their intended purpose, accessible, and well maintained. Service users each have a bedroom that has appropriate furnishings and fittings. Service users bedrooms meet National minimum standards. EVIDENCE: The inspector noted the home was clean, bright, and cheerful. The home was free space from offensive odours and clean throughout. The home is in keeping with of forties along the road, furnishings and fittings are reasonable quality and appropriate to the needs of the service users. Service users bedrooms are of sufficient size and layout to meet National minimum standards. JUDGEMENT – we looked at outcomes for standard(s) 31 and 35 The Registered manager of the home ensures that staff have clearly defined job descriptions and understand their own role. Staff within the home are competent and able to meet the service users needs. The home has appropriate staff training and development to enable staff to meet service users assessed needs. EVIDENCE: During staff interview the inspector noted that staff are aware of and support the aims of the home. The inspector noted clear and comprehensive job descriptions. Staff have access to a comprehensive training program run by Brandon trust. The inspector noted documentary evidence to substantiate that staff maintain up-to-date regular training. New staff undergo a comprehensive induction. The inspector noted documentary evidence signed by all staff members. JUDGEMENT – we looked at outcomes for standard(s) 40 and 41 Policies and procedures within the home conformed to National minimum standards. The home has a positive, and inclusive atmosphere. EVIDENCE: The inspector audited 4 policies at random. All were present and updated complying with the standards. Policies and procedures were appropriately read and signed by staff. Documents sampled were securely stored, appeared accurate and were up to date.
