Ms Nichols is to complete NVQ4 / RMA by December 2006 Date of last inspection 13th February 2007 Brief Description of the Service: At the time of this inspection there were no service users living at the home. Old Laira Road is a mid-terraced, two storey property located in the residential area of Laira in Plymouth. It is registered with the Commission as a care home providing personal care and accommodation for two people, aged 18 - 65, with learning disabilities. It is owned by the Michael Batt Foundation (Valued Life Projects) which is a not for profit organisation providing services for people with a range of needs who require support and care to live in the community. It is close to local services and facilities. All the homes bedrooms are single and are on the 1st floor. None of these have wash hand basins or en suite facilities. There is a bathroom on the 1st floor and a separate toilet on the ground floor. There are separate lounge and dining rooms on the ground floor as well as a kitchen and conservatory/laundry. There are small gardens at the front and back of the property. The front of the property is accessed via a flight of steps, as is the back garden. Unlimited on street parking is available in the vicinity. The weekly fees for this service are calculated on an individual basis depending upon the service user’s support needs. At the time of this inspection there were no service users living at Old Laira Road. Mrs Nichols, who remains registered with the Commission as the manager, attended the inspection. A visit had been made to Michael Batt Foundation’s head office on 11th October 2007 to examine staff personnel files from across all the organisations homes and for discussion with the Chief Executive Officer and the General Manager of the organisation. This part of the inspection indicated that the Foundation’s procedures are thorough thereby ensuring the needs of people that are considering using any of the Foundations services are well known before admission. It is the policy of the Commission for Social Care Inspection to assess homes that are currently not being used as adequate and people that are considering using this service and their representatives are advised to contact the Foundation to discuss their individual needs. EVIDENCE: At the time of this inspection there were no service users living at the home and the service was not operational. During the two week period from 02/10/07 till 18/10/07 two other Michael Batt Foundation (Valued Life Projects) homes in Plymouth were inspected. It is reasonable to view the outcomes from these inspections when considering the admission processes that would be followed at 347 Old Laira Rd. From the records of people that have chosen to use other Foundation services it was evident that the pre-admission process thoroughly explores the support needs of each person that might potentially use this service. A person would be supported to visit this service on several occasions, and to meet with the other people that live there and the staff before deciding to use the service. The organisation provides a Service User Guide (SUG) for the service in different formats to meet, as far as possible, each person’s communication needs. The SUG is available using pictures/symbols and on audiotape. EVIDENCE: At the time of this inspection there were no service users living at the home and the service is not operational. Neither the home nor the Commission for Social Care Inspection has received any complaints during the past 12 months regarding this service. The home has a complaints procedure. The organisation has produced the complaints procedure on audiotape and in a pictorial/symbolic format. The service has access to the new ‘Alerters Guide’ from the Plymouth Adult Protection Committee. All the organisation’s staff are expected to attend adult protection training to ensure that they are aware of their responsibilities should they suspect a person is at risk of abuse. 347 Old Laira Road DS0000050032.V347894.R01.S.doc Version 5.2 Page 12 Environment The intended outcomes for Standards 24 – 30 are: 24. 25. 26. 27. 28. 29. 30. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 25, 27, 28, 30 Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. The standard of the environment is generally satisfactory, providing prospective the people that use the service with a comfortable and homely place to live. EVIDENCE: People that might want to use the service would be invited to visit the home to make a decision about whether they would like to live there. It is unlikely that this home would be suitable for a person with impaired mobility due to the steep flight of steps leading to the main entrance and the stairs leading to the bedroom and bathroom accommodation. We made a visit to the home accompanied by the Registered Manager. The building was thoroughly inspected. The building and furnishings were clean and comfortable in appearance. The bedrooms were large. There was a communal bathroom with toilet on the first floor and a separate communal toilet on the 347 Old Laira Road DS0000050032.V347894.R01.S.doc Version 5.2 Page 13 ground floor. Considering there would never be more than two people living at the home these facilities would adequately meet their needs. The rear bedroom, kitchen, dining room and conservatory were in good condition. The front bedroom on the first floor and the communal lounge on the ground floor were not in good condition. They both have windows on the front bay of the building. The wooden window frames in this bay have rotted away to the extent that the interior of both rooms is being affected. Foundation representatives said thorough repairs of these windows would be made in the near future before any potential use of the building. Prior to the publication of this report the CSCI was notified that all the external windows in the home will have been replaced by 21/12/07. 347 Old Laira Road DS0000050032.V347894.R01.S.doc Version 5.2 Page 14 Staffing The intended outcomes for Standards 31 – 36 are: 31. 32. 33. 34. 35. 36. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 34, 35 Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. Recruitment processes are robust. Prospective service users can be confident that staff would be both well trained and knowledgeable about their support needs. EVIDENCE: During the two week period from 02/10/07 till 18/10/07 two other Michael Batt Foundation (Valued Life Projects) homes in Plymouth were inspected and a large survey of personnel information was carried out from the Foundations services. It is reasonable to view these outcomes in regard to staffing at 347 Old Laira Rd. The organisation has a department based at its head office in Plymouth that ensures that all recruitment practices are thorough and safe. The sample of staff files examined showed a robust recruitment procedure. All the required information was available, including Criminal Record Bureau checks and two written references, helping to ensure that only appropriate staff are employed. Regular staff meetings and individual supervision sessions take place. These addressed the principles and values of the organisation, staff performance and training and development needs, as well as day-to-day support issues. 347 Old Laira Road DS0000050032.V347894.R01.S.doc Version 5.2 Page 15 The organisation has a coordinator to arrange training, to maintain an overview of the organisations training needs, and to ensure that individual staff members receive the training they need. Managers and staff members confirmed that staff were expected to attend relevant training on topics such as social role valorisation, person centred planning, human development, adult protection, conflict management and emergency first aid, ensuring they have the skills and confidence to support the people on a day-to-day basis and also at times of crisis. The majority of staff have either completed Learning Disability Award Framework (LDAF) levels 1 2 or have completed or are enrolled on its replacement the Learning Disability Qualification (LDQ). These nationally recognised qualifications are designed to teach support workers the skills they need to support people with a learning disability. Staffing levels at the other homes inspected were good and thoroughly met the needs of the people that used those services. EVIDENCE: At the time of this inspection there were no service users living at the home and the service is not operational. The Registered Manager for this service is also Registered Manager for 57 Lisson Grove, another service provided by the Michael Batt Foundation. She is competent and experienced to run this service and confirmed that she has a National Vocational Qualification (NVQ) at level 4 in Care and is awaiting adjudication of her Registered Manager’s Award qualification. Both are nationally recognised qualifications.
