Conditions of registration: 1. 2. The Manager, Mrs Allison Bellwood-High, should attain (by 2005) a qualification, at Level 4 NVQ, in Management or equivalent. One named individual who is above the age category is allowed to reside in the home. 3rd November 2004 Date of last inspection Brief Description of the Service: 50 Belle Vue Grove is registered with the Commission for Social Care Inspection, under the Care Standards Act 2000 as a care home providing care and accommodation for up to five adults who have a learning disability. A new service is being offered at the home for people who also have psychological needs. The home had a flood earlier this year and the original residents were re-located to another care home, they are not returning to 50 Belle Vue Grove. This building has been dried out, decorated and provided with new furniture. The home has just started admitting new residents; two residents have already moved into the home. The home is part of the Mencap organisation. It is situated in a leafy residential area close to shops and a large hospital. Residents are provided with support to enable them to lead an independent lifestyle and they are encouraged to participate fully with the local community. 50 Belle Vue Grove DS0000000056.V273591.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. The inspection took place over two hours, the inspector looked around the building and the grounds of the home as well as inspecting a number of records. Two service users and the manager were spoken to on the day of the inspection. Staff supported service users to be involved with college, day care, work placements and other activities. Staff were observed appropriately speaking to residents. The residents were happy to show the inspector around the home. Both residents said they, ‘like the new home’ and ‘staff are kind and helpful’. The Commission for Social Care Inspection has received an application for the home to have a new registered manager; the application is being processed. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1, 2 & 5. Prospective residents do not have all of the information they need to make an informed decision about where to live. Prospective users’ individual aspirations and needs are assessed. Residents do not yet have individual written contracts or a statement of terms and conditions with the home. EVIDENCE: The home has a Statement of Purpose that describes the services that are available for residents. The manager said a Service User’s Guide, that will give residents further information about the home, is being developed. The two residents said they were fully involved with the assessment process. Assessments were available at the home; they gave full information about resident’s needs. The assessments were signed and dated by residents and a representative of the home. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6. Care Plans have not yet been developed. EVIDENCE: The two new residents have only lived at the home for a short period of time. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13 & 17. Residents are able to take part in age, peer and culturally appropriate activities. Residents take part in the local community events. Residents are offered a healthy diet and enjoy their meals and mealtimes. EVIDENCE: Residents said they regularly go out on their own or with staff. One resident has lots of friends and various activities that s/he regularly enjoys to take part in. The manager said she and the staff are to develop programmes of activities for each resident. Both residents said they would hope to find work placements in the future. Residents have already made local contacts with: the community centre, leisure and college facilities, pubs and a church. The home is awaiting delivery of a fridge/freezer, until then staff and residents are shopping daily for the food. Residents said they prepare and cook their own food with the support and guidance from staff. The record of food indicated residents had a healthy diet. One resident said ‘the food is great’.

The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 & 20 Residents physical and emotional health needs are met. Residents retain, administer and control their own medication and are protected by the home’s policies and procedures. EVIDENCE: Residents said they were satisfied that their physical and emotional health needs were met. The manager said the home had readily available access to health care specialists who would give support to residents whenever it was needed. One resident self medicates. The medicines are kept in a lockable facility and staff monitor and support the resident to collect, store and to take the medicines appropriately. The home has a Complaints Procedure but it does not give full information. EVIDENCE: Residents said they had no complaints to make about the home. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24. Residents live in a homely, comfortable and safe environment. EVIDENCE: Residents said, ‘It is homely, comfortable and I feel safe’. ‘It is better than where we were before’. ‘There is a more relaxed atmosphere’. The home has been redecorated and there is new furniture to make this a homely and comfortable environment. All rooms that were used by residents were seen to be satisfactory. JUDGEMENT – we looked at outcomes for the following standard(s): 34. It was uncertain whether residents were supported and protected by the home’s recruitment policies and practices. EVIDENCE: The manager said staff’s personnel files were not available at the home because they had not been relocated, to the home, from the regional office. The manager said new staff had been appointed and recruitment procedures had been followed. Residents benefit from a well run home but the manager needs to achieve gaining management and care qualifications. EVIDENCE: The newly appointed manager has experience of running a care home. The manager confirmed that she is undergoing training for the Registered Manager’s Award.
