Conditions of registration: None Date of last inspection 2 March 2005 Brief Description of the Service: 76 Bodmin Road is a large detached house with three storeys, within walking distance of the centre of St Austell. The Registered Manager and partner live in providing personal care to three adults who have a Learning Disability, in a family style home. The Registered Providers live locally and visit the home several times during the week. There is a drive, large garden and car park to the rear of the home with limited parking at the front. Service Users accommodation is provided on the first floor. On the ground floor there are two lounges, a dining room and conservatory. The meals are prepared in the kitchen where there is a dining area. There are opportunities for socialising and visitors are welcomed to the home. This is an overview of what the inspector found during the inspection. This was an Unannounced Inspection that took place between 10.00am and 12.40pm. The Inspector looked at records, care plans, medication, Policies and Procedures and the environment. One Service User was at home and spoke highly of living in the home. The main area needing attention is the record keeping as on the day of the Unannounced Inspection the daily record and food records were not available for inspection due to Information Technology problems. The Visitors Book could not be located. The intended outcomes for Standards 1 – 5 are: 1. 2. 3. 4. 5. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,3 & 4 Service Users are provided with information about the home and a full assessment is conducted to ensure the Service Users needs can be met, prior to admission to the home. EVIDENCE: The Statement of Purpose has been reviewed and reflects the services offered by the home. All Service Users have been provided with a copy of the Service User’s Guide, this has been updated to include the proposed increase to four Service Users. All three Service Users were fully assessed prior to moving into their home. No new Service Users have been admitted to the home since the last inspection and emergency admissions are not considered. Full multi agency assessments are completed in consultation with the Service User to ensure that their needs are met. The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,7,8,9 & 10 Service Users are fully assessed and are able to make decisions about how they wish to live their lives. EVIDENCE: All Service Users had full care plans in place, these are discussed with the Service User and reviewed six monthly. Service Users wishes and choices are documented within their records, any risk management factors include how these are managed for example finances, mobility, outside the home. Individual records are stored in a locked cabinet. The Registered Manager has a clear confidentiality Procedure for the home. Relatives are free to visit the home at anytime. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11, 12, 13, 14, 15 & 16 Service Users are afforded the opportunity to participate in a wide range of recreational and educative activities both inside and outside the home, the Home exceeds the minimum standard in this area. The home adopts a ‘family style’ with routines and rules based upon individual choice and developing independence. EVIDENCE: Service Users attend a wide range of structured daytime activities e.g. Blantyre, College. One Service User informed the inspector that they were attending college to do Information Technology, Fashion and Personal Social Care. Leisure activities and trips out are arranged as part of the family, for example shopping, meals out, church, swimming. The Inspector observed evidence of a range of leisure activities within the homes such as quizzes, music, sky television, jigsaws, scrabble and literacy games. One Service User attends Church and visits the local library. Service users can telephone their family and friends or visit them at any time. Family and friends can visit the home at any reasonable time and service users are able to receive their visitors in private; in their rooms or the lounge.

One service user attends the Women’s Fellowship meeting and goes bowling. Considerable thought is given to promoting independence whilst providing enough support to meet the individual’s needs. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18, 19, 20 & 21 The Service Users receive the personal, physical and emotional support in a way that maximises their choice and dignity. EVIDENCE: The Service Users Individual plan demonstrates that personal care and support is planned depending on the Service Users wishes. This was confirmed by talking with a Service User. Medication is stored securely in a locked facility and a new box has been ordered following advice from the Pharmacist during a visit to the home. There is only one Service User prescribed medication currently, who has expressed a wish not to retain and administer their own medication. The Policy and Procedure for the Safe Handling of Medicines is brief, but specific to the Home. This would be developed further if required. Service Users wishes in all aspects of physical, emotional and spiritual needs are handled with respect. There is a Policy on Death and Ageing of a Service User. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 & 23 The home has established complaints and Protection of Vulnerable Adults Policies and Procedures. Service Users can receive help maintaining their legal rights. EVIDENCE: The Service Users are provided with clear information about how they can complain within the home and there are regular informal opportunities where feedback is gathered regarding outings, food etc. No formal complaints have been made within the home or to the Commission for Social Care Inspection. There are clear Policies and Procedures within the home for the Protection of Vulnerable Adults, which include Whistleblowing. The intended outcomes for Standards 24 – 30 are: 24. 25. 26. 27. 28. 29. 30. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 25, 26, 27, 28, 29 & 30 The home’s premises are suited to the Service Users needs providing a clean, hygienic and homely environment. EVIDENCE: There is plenty of natural light and ventilation within the home. Service Users rooms are single, individualised and comfortable. There are two lounges, a conservatory, dining room and large garden. This provides plenty of communal space for activities or for quiet time alone. There is a large family bathroom, with corner bath, shower and toilet that appears to meet the needs of the Service Users. Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 32, 33, 34, 35 & 36 No staff are employed within the home, the Service Users are cared for my family members. EVIDENCE: All family members have completed Criminal Records Bureau checks. The Registered Manager is aware of the need for Service Users to be supported by competent individuals who undertake regular training. Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 37, 38, 40, 41 & 42 The Service Users appear to live in a well run home. EVIDENCE: The Registered Manager is undertaking her National Vocational Qualification Registered Managers Award. Advice has been sought from the Environmental Health Officer as required from the previous inspection, risk assessments are required within the home for unregulated hot water, hot surfaces e.g. radiators and unrestricted windows. Gas and electrical certification (For Hard wiring and appliances) were evident for the 1.9.05 and the 26.7.05 respectively. The Manager and partner have the Basic Food Hygiene certificate, in addition to one of the Providers. Policies and Procedures have been written in relation to Health and Safety, these are dated and signed. A Food Hygiene risk assessment has been completed for the Environmental Health Officer and the Inspector was informed that no further action was required.

Records are kept in a locked cabinet. The need for daily records to be available rather than stored on a computer where discussed and the Registered Manager plans to return to a previously successful recording system. Standard YA10, YA41 Regulation 17(2) Requirement The Registered Manager must ensure that the records listed in Schedule 3 and 4 are in the home at all times (Previous timescale of 15th of Mar 05 not met) . The Registered Provider having sought advice from the Environmental Health Officer in regard to maintaining health and safety in the home must ensure that there are risk assessments for all environmental risks e.g. hot water, hot surfaces, unrestricted windows.
