This is an overview of what the inspector found during the inspection. The commission was represented by regulatory inspector Ann Block who was in the home from 12 noon to 2.30pm. The site visit included talking with the service user and Mrs Upstone, joining in with the afternoon’s activities and observing daily activities. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 4 The service user’s needs remain well met EVIDENCE: The service user has now lived with you for some 18 years. He knows that if anything happens to Mrs Upstone he will have to go into a residential home but at the moment is content to remain with at 82 Beagleswood Road where he is well looked after and feels at home. 82 Beagleswood Road DS0000023811.V292240.R01.S.doc Version 5.1 Page 8 Health and Personal Care
The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 8,9,10,& 11 Health, care and support is provided in a way that the service user is content with. EVIDENCE: The service user looked well and tanned, Mrs Upstone takes care that he doesn’t get sunburned when in Spain. The service user said that his knee hurts him at times and he uses a couple of walking sticks to help him get about. It hasn’t prevented him going to get the paper or meeting his friend in town. He said he was waiting to have an operation on the knee and talked about what they did on his other knee which he felt had helped a little. The operation on his lesion was such a success. His Parkinson’s and prostate problems don’t seem to be cause for concern at the moment. The service user spoke of having had a medical review when he turned 75 and that he kept up with his medication through the repeat prescription process. Mrs Upstone makes sure he gets his medication at the right time. The service user looked fit and tucked into the sandwiches and cake, a good advertisement for Mrs Upstone’s home cooking and sound nutrition. He is being motivated to drink

There has been another sudden death in the family. The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14 & 15 There is a good range of recreational, educational and leisure opportunities. EVIDENCE: The service user obviously enjoyed his last visit to Spain, he still says he would live there if he could. He clearly likes the Spanish lifestyle, especially the better weather and going to the pub. From the way he talked, he liked being able to take himself down to the beach each day. As many of the local people know him and say hello to him, plus he has Mrs Upstone’s contact details on him, he is as safe as possible. There will be a new experience for him, going to Mrs Upstone’s family home in Asturias in August, he says he has been to Madrid but no further. He is looking forward to the swimming pool being open on their next visit. The service user enjoys the company of the group of men who sit around the pool, even though he can’t join in with their card games properly. The service user enjoyed playing the card game during the visit, especially when he won. His mental abilities are maintained by playing card and board games with Mrs Upstone, reading the daily paper and keeping up with the news. The service user said the local newsagent had to close, so he goes to another one a little further away. He recognises this gets him out for a little walk each day and keeps him active. Mrs Upstone try’s to motivate him to keep active to walk and sit up straight. The service user said he enjoyed the visit from the younger niece and family but still doesn’t show much feeling

Additional items are purchased from Mrs Upstone’s own money, including most of his clothes and fares to Spain. The service user likes the idea of free bus travel, when Mrs Upstone is better they are thinking of ways you can use free travel more. The service user said he still gets the bus to meet his friend in Tunbridge Wells and to get to college in Tonbridge. Mrs Upstone is going to contact the college to see when the new term starts. The service user was little concerned what he would do after July when the course finished, he was told that he has plenty of time to think about that. The service user seems to enjoy his courses but doesn’t socialise much with the other students. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 18 The service user is protected by systems in place. EVIDENCE: The service user has no expressed complaints about his life at the home. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20,21,22,23,24, 25 & 26 The service user lives in a homely and well maintained house. EVIDENCE: There is a new lounge carpet with the matching rug. The service user said that he had had his bedroom carpeted in the same design. Mrs Upstone was annoyed that the rug rucks up a little but recognises this is inevitable as both of them have a bit of a struggle to get up out of their chairs. The heating problems of last year have clearly been addressed as the house was lovely and warm during the visit. Mrs Upstone’s family care for the garden, it looked very neat and tidy. Mrs Upstone’s daughter in law has recently been doing the house cleaning and, as usual, it looked immaculate. 82 Beagleswood Road DS0000023811.V292240.R01.S.doc Version 5.1 Page 14 Staffing

Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,35,38 Systems are in place to ensure the effective running of the service. EVIDENCE: Mrs Upstone ensures that the service is run to include the service users best interests. The service user has sufficient monies for his day-to-day needs, with additional provision made from Mrs Upstone’s own income. The service users financial affairs are dealt with by his niece who ensure bills are paid and personal monies paid into his account.
