Conditions of registration: Date of last inspection 21/01/05 Brief Description of the Service: 9 Powderham Road is a care home operated by the charity Robert Owen Communities, a large local provider of residential, day and supported living facilities for adults with learning disabilities. The building is a spacious, detached house in a residential street (quite steep) very close to Newton Abbot town centre. It is thus close to shops and all other usual town facilities. The service users’ accommodation is arranged in three flats on the ground and first floors, each with its own lounge, dining room/kitchen and bathroom. There is another room in the basement which is used for meetings. There is a garden and terrace at the side of the house and a car parking area. The home caters for young adults with a learning disability, with an emphasis on developing their skills and encouraging them towards greater independence. 9 Powderham Road D54-D07 S3637 9 Powderham Road V222163 030505 Stage 4.doc Version 1.30 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This inspection was announced and in two parts. I spent the first day with the registered manager, who had only recently returned to work following maternity leave. I inspected the building, including most bedrooms and the communal areas. I spoke at length with the manager, three staff members and the one resident who was at home. All residents at this home are fortunate to retain day opportunities most days of the week. Consequently all but one resident were out enjoying their day opportunities during the day of the first visit. I therefore arranged to join their regular community meeting on 17/05/05, which had to be postponed to the evening of 12/07/05. During that evening I met most residents, though some were away on holiday. I also received five comment cards from residents. I examined all relevant documentation including that relating to client assessment and care planning, staffing and health and safety. It is clear that great care is taken to offer places only to those who would benefit from living in this house, and that excellent work takes place to assist residents live a fulfilling and independent life as possible. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,3,4,5 Robert Own Communities and the home provide sufficient information to allow prospective residents, parents and sponsoring authorities to make an informed choice as to whether this home can meet the needs of prospective residents. Prospective residents are able to have a trial visit to ensure compatibility, and written contracts are made. EVIDENCE: The Statement of Purpose and Service User Guide are available for prospective and current residents. These provide a clear description of the services offered. Very detailed assessments were undertaken to identify service users’ needs prior to admission. JUDGEMENT – we looked at outcomes for standard(s) 6, 7, 9 The home is good at meeting the assessed and changing needs of residents and gives them appropriate choices. EVIDENCE: Residents confirmed the documentary evidence seen that they take full part in their assessments and care plans. They are consulted on all aspects of life in the home, from menus to individual risks and the degree of support necessary. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14,15,16,17 Residents have considerable opportunities to engage in a range of activities including leisure activities as part of the local community to assist their personal development. Meals are nutritious and varied. EVIDENCE: Most residents have appropriate activities to undertake most days, from paid employment to craft and farm work arranged by ROC, to attendance at day opportunity centres specifically for this client group. The home encourages friendships and family contact. The home encourages every individual to express his or her own opinions, as was very clearly demonstrated at the community meeting, and respects individual rights. The menu plan indicated the care taken to provide variety in meals whilst taking into account resident’s preferences. A favourite take-away meal followed the community meeting, topped off with a visit to the pub to mark the leaving of a member of staff.

Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18,19,20 Residents told me that they feel safe and well supported living at Powderham Road. They feel respected and are encouraged and enabled to have as much control over their lives as possible, including medication as appropriate. EVIDENCE: The management and staff of this home sees the home very much as part of the local circle of support for people with learning disability, alongside (other) professionals such as GPs and particularly the team of various professionals in the learning disability team. Residents reported that they received as much support as they wished and needed. Records confirm that residents’ physical, mental and emotional health needs are assessed and attended to appropriately. The home has appropriate policies and procedures in respect to the receipt, storage, administration and disposal of medication. The interaction between staff and residents was observed, evidencing the mutual respect shown. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22,23 Complaints and suggestions from service users, relatives or other visitors to the home are treated seriously. Service users are listened to and issues resolved promptly. EVIDENCE: Residents reported that here is their home and are confident through experience that their views are welcomed, encouraged, listened to and acted on. The home has policies and procedures to minimise the likelihood of abuse of residents in all its forms. Staff have received training in issues relating to abuse and the protection of vulnerable adults. The home has received no complaints since the last inspection. A copy of the complaints procedure is available to all service users and visitors to the home and detailed in the home’s Statement of Purpose and Service User Guide. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 30 Residents live in a pleasant home that is well-maintained internally (though the window frames need considerable work) and that is comfortable and provides sufficient facilities to meet their needs. EVIDENCE: The home has been quite well adapted for this use, the accommodation has sufficient space and is appropriately furnished and decorated. All communal rooms and bedrooms were pleasantly decorated and furnished and residents said that the home is always clean. A programme of planned refurbishment details further improvements to the building. The home currently has no need for specialist equipment. JUDGEMENT – we looked at outcomes for standard(s) 31,32,33,34,35,36 Service users are cared for by well-trained and motivated staff in sufficient numbers to meet the needs of those currently living in the home. Recruitment processes protect vulnerable service users. EVIDENCE: Residents reported that they had confidence in the professionalism of the effective staff team. This was supported by the documentation examined which indicates that staff are properly recruited, well trained and supported. The staffing rota and observation on the day of inspection evidences that there are sufficient numbers on duty. Staff files include evidence of two references being obtained as well as CRB checks, terms and conditions, job description and photographic identification. Training records including NVQ, First Aid, food hygiene and fire safety. Service users described the staff as very kind and caring and confirmed they responded promptly to requests for assistance. A training programme detailed the ongoing training undertaken by staff ensuring that they have the skills to care for people with mental health problems. Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 37,38,39,40,41,42,43 This is a good, well-managed home for people with mild to moderate learning disabilities. The organisation and their staff team strive to provide a stimulating, safe environment that respects and protects residents’ rights and best interests. EVIDENCE: Residents report they are happy living here. They value their private and communal rooms, the ethos, leadership and management of the home, and the food. They know they can come and go as they wish, have confidence in the owners and staff, and enjoy living with their fellow residents. Examination of policies, procedures, risk assessments, accident book, fire log, health and safety posters confirm the above judgement. Discussion with most residents, feedback cards from some residents, and examination of resident’s care files provide additional evidence of the good management of this home.
