Conditions of registration: 1. Two Mental Disorder excluding Learning Disability or Dementia (MD) are to be maintained until the two service users no longer reside at the care home. 2. There is a requirement for a registered manager to be in post at all times, until such a time the registered provider has gained the knowledge, skills and qualification to undertake the management of the home on a day to day basis. Date of last inspection 16th June 2005 Brief Description of the Service: Abbeycare is a registered facility, providing care for ten adults who suffer dementia and one adult suffering from mental illness. The care home is situated in a residential area of Blackpool, close to amenities including shops and the transport network. The home is spacious, with service user rooms on the ground floor and first floor. There are two double bedrooms and seven single rooms. There are no en-suite facilities. There is a choice of two lounges with toilets in close proximity. Access to the home is facilitated by a ramp. There is no rear garden area however the front garden is accessible for service users and regularly used during the summer months. This is an overview of what the inspector found during the inspection. The inspection was unannounced and was the second statutory inspection for 2005-2006. There have been no changes in residents since the previous inspection in June 2005. The one member of staff employed at the care home, currently works on a part time basis at weekends. The home is managed in a day-to-day capacity by the registered owner and registered manager. There were no visitors at the home during the inspection. The inspector spoke to two residents during the inspection and toured the building. What the service does well: What has improved since the last inspection?
Contracts between the home and residents have been developed and are now in place for all residents living at the care home, to make sure there is an agreement regarding the terms and conditions of residency, and for the protection of all parties involved. The homeowner has in place policies and procedures for adult protection, and this would be used for staff training to make sure staff have the knowledge and skills in this area and for the protection of residents living at the care home. There is a maintenance plan for all work identified in the home requiring attention, including all decoration and the replacement of items, so that there

There was evidence of radiator guards being put in place around the home for the protection of residents living there. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 10 The promotion of respect and privacy is promoted in the home, however appropriate locking mechanisms on toilet and bathroom doors would further support this. EVIDENCE: The respect of residents is recognised by the providers of the service to be important, to make sure they are listened to at all times and to make them feel comfortable and safe in the homes environment. One resident commented on how they felt supported and made to feel they belonged there. In general Privacy is upheld and promoted although there is a need to make sure appropriate locks are in place on toilet and bathroom doors to ensure residents can be certain of Privacy whilst using these facilities. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 14 Residents have choice in their daily lives, although this in some cases is restricted based on individual risk assessment, for their own personal safety. There remains a requirement for the development of an activity programme to meet the specialist needs of residents living at the home. EVIDENCE: Residents living at the care home have choice in most aspects of their daily lives. One resident said, “I like going out every day for a cuppa and to see things going on”. However due to the level of care some residents need this is based upon individual risk assessment to make sure no resident is faced with undue risk to their own or anybody else’s safety. As previously recognised, there is a requirement for the development of an activity programme for the specialist needs of residents living at the home, which would provide them with stimulation and recreation. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 26 The homes has an ongoing maintenance programme to make sure it is a safe environment. It is clean and hygienic to make sure residents have comfortable surroundings in which to live. EVIDENCE: Since the previous inspection there has been work undertaken to fit radiator covers for the safety of residents living at the home. Work is still being undertaken in spare rooms, which are currently not occupied, to redecorate and upgrade, ready for the admission of residents. A maintenance record has been introduced since the last inspection, which highlights areas of work already undertaken and work to be considered for the improvement of the home. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for standard(s) 38 There are systems in place to ensure the health and safety of residents living at the home and staff working at the home are protected. EVIDENCE: At the time of the inspection there was evidence areas of health and safety are being met by the registered provider. A recent fire inspection made a few recommendations, which have been addressed. Certificates for electrical safety are in place. Testing of electrical equipment is being addressed by the owner to ensure all electrical appliances in the home are safe to use. A gas certificate is in place, the heating system was fully replaced within the last twelve months, and provides a more appropriate level of heating throughout the home for the comfort of residents. STATUTORY REQUIREMENTS This section sets out the actions which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards.
