CQC found this care home to be providing an Adequate service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The manager responded promtly to the requirement in our last report. She sent us an Action Plan. She has put in place measures to reduce the risk of this happening again. The manager was advised to seek advice on medication procedures on the Commission`s website to assist her with updating her medication policy.

What the care home could do better:

The service has responded positively to our requirement. We have, therefore, now closed this requirement and will review medication practices at our next inspecton visit.

The home is one of two homes owned by Mrs Jeffries and her son. The home is located on the main road in Blythe Bridge and blends in with the surrounding properties. The home is a two-storey large family type house although all bedrooms and lounges are on the ground floor. The home provides six single bedrooms Care Homes for Adults (18-65 years) Page 2 of 8 2 1 0 7 2 0 0 9 Brief description of the care home and one double bedroom. The environment internally is of a good standard and outside at the front is a car park and at the rear a large garden. The people who live at Allan House access local health resources and local attend colleges, day centres or day services. The people who use the service generally have low to moderate needs although the home is able to respond to some challenging behaviour. The aim of the home is to promote and develop the independence skills of the people who use the service and, if appropriate, to support them to move to a more independent living environment. The Service User Guide states that current fees range from four hundred and fifty to one thousand pounds a week. Anyone interested in moving to Allan House is advised to contact the home directly to obtain information about current fees and admission procedures. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: We have carried out this Random Inspection visit to monitor compliance with the requirement outlined in the last Key Inspection Report of 21 July 2009. 1. Reg 12(1)(a) & 13(2) - The service shall ensure that all treatments/medicines held in the care home are stored in accordance with manufacturers instructions. This will ensure that medicines are safe to administer and promote the health and welfare of people who use the service. At the time of the last inspection we found that the records showed that a particular medication was not being stored within the temperature range recommended by the manufacturer. The daily records completed by the staff team showed that consistently throughout the previous month the temperature had been significantly outside the recommended storage temperature range. No one in the team had brought this to the attention of the manager. On the day of our visit one particular medication had to be returned to the pharmacist and new supplies issued in view of this situation. We were not able to monitor the fridge or the records during this visit as the person involved had moved to another care provider. However, the records showed that the home had called in an engineer to test the fridge and the temperature proble being used. It was identified that the fridge was not faulty but the probe was. The probe was replaced. During the period of investigation, the medication was stored securely in the domestic fridge. The engineer considered the fact that the person kept moving the fridge around their room was also destabilising it. The home has brought this to the attention of his new care provider. We made a requirement as part of the last report in view of the fact that no one in the staff team had recognised that there was a problem and for several weeks continued to record temperatures which were outside of the manufacturers recommended storage range. The particular medication can significantly deteriorate if incorrectly stored. As a consequence, the manager has arranged for the staff team to undertake external 12-week Medication Training (distance learning) which is provided and managed by Walsall College. Work is submitted regularly to the Course Tutor, marked and addressed if there are shortfalls. The manager stated that she is planning to update the medication policy to include issues relating to storage of all medicines/treatments at temperatures recommended by manufacturers. She was advised to include information about the frequency records will be monitored by a manager and the regularity any temperature probes/thermometers will be checked and recalibrated.
