This inspection was carried out on 13th December 2005.

What the care home does well

Andora House creates a relaxed, informal family atmosphere, which enables service users to become involved in all aspects of running the home. The Registered Owner and family members are committed to personal development and training which benefits service users.

What has improved since the last inspection?

The home continues to provide high quality care and support to all service users. All members of the family are committed to their personal development and the welfare of the service users.

The home comprises of a terraced property adjacent to the sea front in a residential area of Margate. The home is within short walking distance of amenities such as rail and bus services, health centre, shops, churches and library. Staffing comprises of a Registered Owner/Manager and other family members, the residents live as part of a family. This was the homes second inspection, which took place on an unannounced basis. The registered manager/owners were spoken with and service user’s needs were discussed in detail. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 The care planning system is clear and consistent, providing staff with the information they need to meet the service users needs. EVIDENCE: The registered manager/owner and family members spoken with had a comprehensive understanding as to the needs of each service user. The registered manager/owner explained that despite their efforts to organise a care management review, no contact has been made by the care management team. Records viewed confirmed this. Care plans are reviewed on a regular basis by the registered manager/owner with input from the service users, and were found to contain detailed information. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,14 and 15 Links with the community are good, which support and enrich service users social, recreational and educational opportunities. Service users are fully supported and encouraged to maintain personal and family relationships. EVIDENCE: The registered owner/manager spoke of service users participating in many activities inside and outside the home on both an individual and group basis. Activties available include arts and crafts, shopping trips, holidays, and drama. One service user has recently being involved in performing in a concert, which was enjoyed by the family. Both service users access a local day centre. At the time of the inspection service users were out Christmas shopping. Records viewed at the announced inspection identified that the home encourages and fully supports the service users in maintaining close relationships with their family and friends. The registered manager/owner spoke of inviting the service users family and friends to the home over the festive period for a meal. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 The standard of the environment is good providing Service Users with an attractive and homely place to live. EVIDENCE: A tour of the ground floor of the home was undertaken, a good standard of decoration and furnishing was found throughout the home. Fixtures and fittings were domestic in nature. To the rear of the property there is a small garden area, which provides additional seating and living space for the residents. The Registered Owner confirmed that the residents are encouraged to treat the home as their own and are therefore able to access all areas of the home. A programme of renovation to the ground floor kitchen and bathroom was found to be under way, which will be of direct benefit to the service users. The home was found to be clean throughout, and no offensive odours were present. The washing machine and tumble dryer are domestic in nature and reach the recommended temperatures.
